Dear Property Ow�ner;
In June of 1g81, the City of Saint Pa.ul mailed a notice advising you of
the proposed acquisition of perma.nent and temporary easements necessary for
the construction of the Western St orm Sewer Tunnel for the St. Anthony Hill
Storm Sewer System. A subsequent letter mailed to you in January 1982
advised you that tYiis project had been postponed indefinitely.
The City of St. Paul has reinstated this project and proposes once again to
acquire a perma.nent tunnel easement, together with a permanent drop shaf't
and temporary construction and storage easements, as indicated on the attach-
ed plan. The easement to be acquired is part of the property outlined in
red for which your na�e appears as record owner .
. The proposed tunnel to be constructed varies in depth from 120 f�et below
existing ground level at Van Buren and Mackubin to 1�+0 feet below' existing
ground level at Western and St. Anthor�y Avenues. Construction of the tunnel
will be accomplished by cutting through sandrock which will cause no dis-
ruption to the �round surface, and, therefore, w�ill have no detri.m.ental
affect to the present or future use of your land.
The first hearing in this matter is schedu�_ed to be held on March 29, 1983.
If the tunnel project is approved at this hearing, we will determine the
amount of com�ensation for the taking of the easements based upon current
land value of said property. This office will advise you, by letter, of the
amount of compensation you wi11 receive due to the easement acquisition
