William Donovan FROM: Donald E. Nygaard�Qk%��� � DATE: February 2, 1983 SUBJECT: Interim Lease of Shepard/Chestnut R.O.W. On September 24, 1973, the city purchased the old Industrial Steel Container site from HRA for eventual use in improving the intersection of Shepard and Chestnut. It has now been proposed that the easterly parcel be leased, on an interim basis, to one of the joint venture contractors who will be constructing the District Heating Development Company' s hot water distribution system. It has been the Administration' s policy to assist DHDC in the development of their project. While the proposed lease will not provide a direct economic return to the city, it will allow for off-site storage of pipe material which otherwise might need to be stored on or adjacent to streets in the downtown area, further complicatinq traffic and pedestrian circulation. William Donova.n Val�.tion and Assessment F�gineer Date: February 15, 19�3 Re: Lease Agreement betw�een The City of St. Paul and The District Heating Contractor I have reviewed the proposed lease of the old Industrial Steel Container Site and find that the si�e is vacant and is not being used by the City. The site was a�quired as right-of way for the Chestnut Street-Shepard Roa.d intersection and the physical improvement ha.s been held in abeyance because of the RIP 35E study. It is �y opin ion that the site will not be needed during the 3 year life of the lease, but should the site be needed at an ea.rlier date the 90 day termination clause contained in the lease does protect the City's interest.
