You were sent a Notice of Violation dated October 28, 1999, which indicated that you
needed to respond to this office and indicate how you wished to proceed. I received a telephone
call from you in which you acknowledged that you had a problem with storage outside but
stating that you believed that the condition regarding your dumpster needed to be amended. You
were to contact the Office of LIEP and then get back to me on how you wished to proceed.
Although Kristina Schweinler, the license inspector, states that she did talk to you, no
agreement was reached about the condition relating to the dumpster, nor did she indicate that
adverse action should cease. I need to have a written response from you no later than December
13, 1999 telling me whether you wish to have a hearing before an administrative law judge to
contest the facts alleged in the October 28, 1999 I3otice of Violation, or whether you wish to
admit those facts and appear in front of Council to determine what, if any, penaity is appropriate.
If I have not heazd from you by December 13, 1999 I will assume that you are not
contesting the facts, and will schedule the matter for the hearing before the Ciry Council. If you

Dear Mr. Hakala:
The Office of License, Inspections and Environmental Protection has recommended
adverse action against the above-referenced auto body repair garage license. The basis for the
recommendation is as follows:
At the time of the issuance of your license, conditions were
placed on fhe license. Condifion #2 required that the dumpster
on your property be enclosed with a 6' high n�ood fence by
October 2,1998. Condition #3 required that there be "no
exterior storage other than the parking of customerlemployee
vehicles." On August 19,1999 an inspector sQoke with you
about the violations of these two conditions, and indicated fhat
you needed to come into compliance. On September 13, 1999,
the insgector wrate you a letter detailing the violations she
observed on September 9, 1999, and gave you until September
30,1999 to clean up the property and have the fence installed.
Specifically, she observed car parts, tires, gas and paint
containers and other trash stored at the back of the property.
As of October 1,1999, you have failed to comply with fhe
requirement that you install a fence around the dumpster.
Also on October 1,1499, the inspector observed continued
outside storage of car parts, tires and trash.

If you do not dispute the above facts, please send me a letter admitting that the5• are true. The
matter will then be scheduled before the City Council for a hearing to determine what penalty, if
any, is appropriate. You will have a chance to appeaz and make a statement before the Council
on your behalf.
If you wish to dispute the facts, yoa aze entitled to an evidenriary hearing before an
administrative law judge. If you wish to have such a hearing please send a tetter stating that you
are contesting the facts. You will then be sent a notice of hearing with the date, time and place
for the heazing, the name of the administrative law judge, and an explanation of ihe procedures.
Please let me know in writing no later than Monday, November 8, 1999, how you wish to
proceed. If you have questions about these options, please feel free to contact me at 266-8710 to
discuss them. If I have not heard from you by November 8, 1999, I will assume that you are
not contesting the above facts and will schedule the matter for the hearing in front of the

needed to respond to this office and indicate how you wished to proceed. I received a telephone
call from you in which you acknowledged that you had a problem with storage outside but
stating that you believed that the condition regarding your dumpster needed to be amended. You
were to contact the Office of LIEP and then get back to me on how you wished to proceed.
Although Kristina Schweinler, the license inspector, states that she did talk to you, no
agreement was reached about the condition relating to the dumpster, nor did she indicate that
adverse action should cease. I need to have a written response from you no later than December
13, 1999 telling me whether you wish to have a hearing before an administrative law judge to
contest the facts alleged in the October 28, 1999 I3otice of Violation, or whether you wish to
admit those facts and appear in front of Council to determine what, if any, penaity is appropriate.
If I have not heazd from you by December 13, 1999 I will assume that you are not
contesting the facts, and will schedule the matter for the hearing before the Ciry Council. If you

Dear Mr. Hakala:
The Office of License, Inspections and Environmental Protection has recommended
adverse action against the above-referenced auto body repair garage license. The basis for the
recommendation is as follows:
At the time of the issuance of your license, conditions were
placed on fhe license. Condifion #2 required that the dumpster
on your property be enclosed with a 6' high n�ood fence by
October 2,1998. Condition #3 required that there be "no
exterior storage other than the parking of customerlemployee
vehicles." On August 19,1999 an inspector sQoke with you
about the violations of these two conditions, and indicated fhat
you needed to come into compliance. On September 13, 1999,
the insgector wrate you a letter detailing the violations she
observed on September 9, 1999, and gave you until September
30,1999 to clean up the property and have the fence installed.
Specifically, she observed car parts, tires, gas and paint
containers and other trash stored at the back of the property.
As of October 1,1999, you have failed to comply with fhe
requirement that you install a fence around the dumpster.
Also on October 1,1499, the inspector observed continued
outside storage of car parts, tires and trash.

matter will then be scheduled before the City Council for a hearing to determine what penalty, if

administrative law judge. If you wish to have such a hearing please send a tetter stating that you
are contesting the facts. You will then be sent a notice of hearing with the date, time and place

You were sent a Notice of Violation dated October 28, 1999, which indicated that you
needed to respond to this office and indicate how you wished to proceed. I received a telephone
call from you in which you acknowledged that you had a problem with storage outside but
stating that you believed that the condition regarding your dumpster needed to be amended. You
were to contact the Office of LIEP and then get back to me on how you wished to proceed.
Although Kristina Schweinler, the license inspector, states that she did talk to you, no
agreement was reached about the condition relating to the dumpster, nor did she indicate that
adverse action should cease. I need to have a written response from you no later than December
13, 1999 telling me whether you wish to have a hearing before an administrative law judge to
contest the facts alleged in the October 28, 1999 I3otice of Violation, or whether you wish to
admit those facts and appear in front of Council to determine what, if any, penaity is appropriate.
If I have not heazd from you by December 13, 1999 I will assume that you are not
contesting the facts, and will schedule the matter for the hearing before the Ciry Council. If you

Dear Mr. Hakala:
The Office of License, Inspections and Environmental Protection has recommended
adverse action against the above-referenced auto body repair garage license. The basis for the
recommendation is as follows:
At the time of the issuance of your license, conditions were
placed on fhe license. Condifion #2 required that the dumpster
on your property be enclosed with a 6' high n�ood fence by
October 2,1998. Condition #3 required that there be "no
exterior storage other than the parking of customerlemployee
vehicles." On August 19,1999 an inspector sQoke with you
about the violations of these two conditions, and indicated fhat
you needed to come into compliance. On September 13, 1999,
the insgector wrate you a letter detailing the violations she
observed on September 9, 1999, and gave you until September
30,1999 to clean up the property and have the fence installed.
Specifically, she observed car parts, tires, gas and paint
containers and other trash stored at the back of the property.
As of October 1,1999, you have failed to comply with fhe
requirement that you install a fence around the dumpster.
Also on October 1,1499, the inspector observed continued
outside storage of car parts, tires and trash.

If you do not dispute the above facts, please send me a letter admitting that the5• are true. The
matter will then be scheduled before the City Council for a hearing to determine what penalty, if
any, is appropriate. You will have a chance to appeaz and make a statement before the Council
on your behalf.
If you wish to dispute the facts, yoa aze entitled to an evidenriary hearing before an
administrative law judge. If you wish to have such a hearing please send a tetter stating that you
are contesting the facts. You will then be sent a notice of hearing with the date, time and place
for the heazing, the name of the administrative law judge, and an explanation of ihe procedures.
Please let me know in writing no later than Monday, November 8, 1999, how you wish to
proceed. If you have questions about these options, please feel free to contact me at 266-8710 to
discuss them. If I have not heard from you by November 8, 1999, I will assume that you are
not contesting the above facts and will schedule the matter for the hearing in front of the
City Council.

On August 19,1999 I spoke with your regarding the conditions on your ticense.
On that date you agreed to clean up the lot. I have since receive additional compiaints and
have reinspected this property. On Sept. 9 I observed multiple violations as follow.
1) As stipulated on your ficense, "There shali be no exterior stora_ge other than ±he parking of
customerlemployee vehicles. The back of the property has car part,tires,gas and paint
containers along with other trash.
2j Aiso you were to install a 6'0" high wood obscuring fence by October 2 of i 998. This has
not been done.
This letter is to notify you that you have until September 30,1999 to insta{I the fence and to
ciean up the propesty to conform with the conditions of your license. Failure to do so will
result in adverse action being taken against your license. Please note that a permit will be
required for the fence.
Attached is a copy of the condition of your license.
