Joe Polski SUBJECT: Video Equipment DATE: February 9, 1983 In the day-to-day operations of a modern law enforcement agency, a greater emphasis is being placed on physical evidence then ever before. Beginning with the Miranda Decision in 1963 which required law enforcement agencies to advise suspects of their rights, most suspects now refuse to give state- ments. As a result, cases are being built in large part on physical evidence collected at crime scenes. We began in 1964 to train evidence technicians in a special two-week school, instructing them in sophisticated crime scene processing techniques and methods. Since that time we have developed into a nation-wide leader in crime scene fingerprinting and photo- graphy, two areas of prime concern when processing crime scenes for evidence. We have six evidence technician cars on the street at all times equipped with very high quality photographic equipment, as well as, fingerprint dusting equipment and other evidence collection tools. We have, on a trial basis, used video equipment over the past couple of years to record serious crime scenes, and those tapes have brought excellent responses from both the city and county attorneys, as well as investigators who must follow up on initial investigations. We now propose to extend that video capability by placing two self-contained video camera/recorder combinations in two of the previously mentioned evidence technician vehicles, one in the East Sector and one in the West Sector of the city. The officers assigned to these vehicles will then receive additional special training in the methods of operating that video equipment, and will be sent to any serious crime or accident that occurs in their respective sector. These tapes will then be available for use by prosecuting attorneys or investiga- tors. Our experience with video has been that it does not replace conven- tional photography, as still photos have a very definite place as courtroom evidence, but act as an excellent eye-opening enhancement of what these still photographs can provide. We feel confident that the addition of this equipment to the patrol force' s evidence gathering capabilities will signi- ficantly enhance the quality of evidence available for prosecution of offenders. The attached budget for equipment is what will be needed to implement this program and place necessary video equipment into two patrol vehicles.
