ADVISABILITY AND DESIRABILITY
PROJECT:
Grade , pave, construct ornamental lighting , sanitary sewer and water
main in VIVIAN LANE from McKnight Road to 500 feet westerly. Also ,
construct water and sewer service connections.
INITIATING ACTION:
This project is being initiated by a petition from a developer who
owns all of the abutting property.
EXISTING CONDITIONS:
This street is in the process of being platted and is proposed to be
approximately 600 feet long . It is unimproved , unused and the
abutting property is vacant .
PROPOSED IMPROVEMENTS:
The proposal is to grade , pave and construct concrete curb and gutter .
Also , construct sanitary sewer , water main and ornamental lighting .
The street will be 32 feet wide with bituminous surfacing . Sewer
service and water service connections will be extended to the
property line of each lot or possible building site .
ALTERNATES:
Do nothing . This would not be a problem for Pub.lic Works but it would
; prevent the site from being developed .
SPECIAG CONSIDERATIONS:
This proposal has been approved by the Department of Planning and
Economic Development , District 1 Planning Council , and the City
Planning Board . This street ends with a turnaround on a temporary
road easement. When and if this street extends to the adjacent
property, the cul-de-sac could be eliminated and the easement will
revert to private use .

Sewer connection charges are not included in the above costs or
assessments , and will be assessed at the bid price per connection.
The water connection charges are scheduled charges. The sewer
connection are estimated at 5700 each and the water connections at
5735 . 00.
PUBLIC MEETINGS:
Since all of the abutting property is owned by the developer , there
was no neighborhood meeting ; but the proposal was reviewed by the
neighborhood District Council .
At the Public Works Committee meeting , the developer requested that
ornamental lighting be deleted . Don Sobania of th� Public Works
Lighting Division and Toni Baker of District 1 Community Council both
pointed out the need for lighting . The Public Works Committee
recommended approval of the proposal including lighting .
TIME SCHEDULE:
If this project is approved , construction could begin in the Spring of
1983 and be completed in the Fall of 1983 .
RECOMMENDATION:
The Department of Public Works feels that this is a worthwhile
proposal and recommends approval as propos2d .
