On Feb. 2�, 2000 the Auto Theft Prevention Board met to review grant
requests for the fiscal year 2001 ( July 1,2000 — Jtme 30, 2001) . This year
the Board received requests for nearly $ 500,000.00 more than what was
appropriated for �ranting out.
The amowlt approved was for the sum of �26,26432 for the proactive auto
theft program. The Board also needs a city council resolution statin� who
has arant agreement si�ning authority and that the City of St. Paul agrees

SECTION 4 : Grant Purpose anrl Description - Provide a sununary description of tl�e project that
is to be funded by the MATPP. Briefly describe the grant objectives and the grant-funded
strategies and activities that v��ill be implemented to achieve the objectives. Describe ho�i the
project meet's priorities established by the MATPP, if applicabie. Use additional space if
necessary.
The St Paul Police Department had significant increases in the crime of
auto theft for the years 199�, and 1996. The number was virtually static (at an_all
time high) for 1997 and showed a decrease in 1998 after implementina the arant
previously awarded for auto theft prevention. The numbers for the first half of 1999
indicate a reduction from the same period in 1998. We believe the reduction is due
in part to the strategies implemented through the �rant program. Numerous a�to
thieves were identified, arrested and incarcerated due to the additional funding (SeE
attachment). We believe these suspects were responsible for many auto thefts and
some have been deterred from further criminal activity due to their arrest and
incarceration. We also recovered a large number of vehicles with a high dollar value
(See attachment). There are still several groups operating in St. Paul, and we will
target those groups with�an aggressive pro-active multi - pronged approach using
overtime and a"bait car" to achieve further reduction in the auto theft crinne rate.
The St Paul Police Auto Theft Unit will again utilize a"bait car° to
work towards a reduction in the auto theft rate by targeting the areas most likely to
have a car stolen, and targeting the areas where we believe cars are likely to be
stolen by thieves working as a group to steal as many cars as they can. We will be
utilizing cars from the Police Impound lot that have been marked for auction, so
that we can use more of the overtime funding on direct enforcement and
surveillance activities. We are also planning to use deep cycle batteries to power the
bait car equipment, so as to avoid some of the problems encountered in earlier
deployment of the bait car.
The St Paul Police Auto Theft Unit will utilize the knowledge gained
through the prior grant program to use the overtime�to do short term and long term
investigations and surveillance of auto theft groups and rings and chop shops. We
will also coordinate with and meet with the Special Investigations Unit and the
Juvenile Unit to make sure that investigative data are available, shared, and useful
to all three groups working on the auto and motorcycle theft problem in St. Paul.

The St. Paul Auto Theft Unit will do in service training of both cu�rr�ent�
and new St Paul o�cers to acquaint them with the techniques of auto t11eft
detection, and the pro-active methods they can use to work on career auto thieves
and chop shop operations. Many of the techniques and methods �i�e �vill be traininQ
the officers in were discovered and developed through the use of �rant funds in the
prior funding cycle.
We propose to continue our efforts with the insurance industry and to
engage in an education campaign with the new car dealers who have been the
victims of numerous auto thefts because of the use of "lock boxes". Some of the
auto thefts in the attachments were as a result of the groups targetin� new car
dealers using "lock boxes". We also plan to issue releases to the public and auto
dealers to identify methods by which they can safeguard their vehicles and help
prevent auto thefts in their areas.

On Feb. 2�, 2000 the Auto Theft Prevention Board met to review grant
requests for the fiscal year 2001 ( July 1,2000 — Jtme 30, 2001) . This year
the Board received requests for nearly $ 500,000.00 more than what was
appropriated for �ranting out.
The amowlt approved was for the sum of �26,26432 for the proactive auto
theft program. The Board also needs a city council resolution statin� who
has arant agreement si�ning authority and that the City of St. Paul agrees

SECTION 4 : Grant Purpose anrl Description - Provide a sununary description of tl�e project that
is to be funded by the MATPP. Briefly describe the grant objectives and the grant-funded

project meet's priorities established by the MATPP, if applicabie. Use additional space if
necessary.
The St Paul Police Department had significant increases in the crime of
auto theft for the years 199�, and 1996. The number was virtually static (at an_all
time high) for 1997 and showed a decrease in 1998 after implementina the arant
previously awarded for auto theft prevention. The numbers for the first half of 1999
indicate a reduction from the same period in 1998. We believe the reduction is due
in part to the strategies implemented through the �rant program. Numerous a�to
thieves were identified, arrested and incarcerated due to the additional funding (SeE
attachment). We believe these suspects were responsible for many auto thefts and
some have been deterred from further criminal activity due to their arrest and
incarceration. We also recovered a large number of vehicles with a high dollar value
(See attachment). There are still several groups operating in St. Paul, and we will
target those groups with�an aggressive pro-active multi - pronged approach using
overtime and a"bait car" to achieve further reduction in the auto theft crinne rate.
The St Paul Police Auto Theft Unit will again utilize a"bait car° to
work towards a reduction in the auto theft rate by targeting the areas most likely to
have a car stolen, and targeting the areas where we believe cars are likely to be
stolen by thieves working as a group to steal as many cars as they can. We will be
utilizing cars from the Police Impound lot that have been marked for auction, so
that we can use more of the overtime funding on direct enforcement and
surveillance activities. We are also planning to use deep cycle batteries to power the
bait car equipment, so as to avoid some of the problems encountered in earlier
deployment of the bait car.
The St Paul Police Auto Theft Unit will utilize the knowledge gained
through the prior grant program to use the overtime�to do short term and long term
investigations and surveillance of auto theft groups and rings and chop shops. We
will also coordinate with and meet with the Special Investigations Unit and the
Juvenile Unit to make sure that investigative data are available, shared, and useful
to all three groups working on the auto and motorcycle theft problem in St. Paul.

The St. Paul Auto Theft Unit will do in service training of both cu�rr�ent�
and new St Paul o�cers to acquaint them with the techniques of auto t11eft
detection, and the pro-active methods they can use to work on career auto thieves
and chop shop operations. Many of the techniques and methods �i�e �vill be traininQ
the officers in were discovered and developed through the use of �rant funds in the
prior funding cycle.
We propose to continue our efforts with the insurance industry and to
engage in an education campaign with the new car dealers who have been the
victims of numerous auto thefts because of the use of "lock boxes". Some of the
auto thefts in the attachments were as a result of the groups targetin� new car
dealers using "lock boxes". We also plan to issue releases to the public and auto
dealers to identify methods by which they can safeguard their vehicles and help
prevent auto thefts in their areas.

On Feb. 2�, 2000 the Auto Theft Prevention Board met to review grant
requests for the fiscal year 2001 ( July 1,2000 — Jtme 30, 2001) . This year
the Board received requests for nearly $ 500,000.00 more than what was
appropriated for �ranting out.
The amowlt approved was for the sum of �26,26432 for the proactive auto
theft program. The Board also needs a city council resolution statin� who
has arant agreement si�ning authority and that the City of St. Paul agrees

SECTION 4 : Grant Purpose anrl Description - Provide a sununary description of tl�e project that
is to be funded by the MATPP. Briefly describe the grant objectives and the grant-funded
strategies and activities that v��ill be implemented to achieve the objectives. Describe ho�i the
project meet's priorities established by the MATPP, if applicabie. Use additional space if

The St Paul Police Department had significant increases in the crime of
auto theft for the years 199�, and 1996. The number was virtually static (at an_all
time high) for 1997 and showed a decrease in 1998 after implementina the arant
previously awarded for auto theft prevention. The numbers for the first half of 1999
indicate a reduction from the same period in 1998. We believe the reduction is due
in part to the strategies implemented through the �rant program. Numerous a�to
thieves were identified, arrested and incarcerated due to the additional funding (SeE
attachment). We believe these suspects were responsible for many auto thefts and
some have been deterred from further criminal activity due to their arrest and
incarceration. We also recovered a large number of vehicles with a high dollar value
(See attachment). There are still several groups operating in St. Paul, and we will
target those groups with�an aggressive pro-active multi - pronged approach using
overtime and a"bait car" to achieve further reduction in the auto theft crinne rate.
The St Paul Police Auto Theft Unit will again utilize a"bait car° to
work towards a reduction in the auto theft rate by targeting the areas most likely to
have a car stolen, and targeting the areas where we believe cars are likely to be
stolen by thieves working as a group to steal as many cars as they can. We will be
utilizing cars from the Police Impound lot that have been marked for auction, so
that we can use more of the overtime funding on direct enforcement and
surveillance activities. We are also planning to use deep cycle batteries to power the
bait car equipment, so as to avoid some of the problems encountered in earlier
deployment of the bait car.
The St Paul Police Auto Theft Unit will utilize the knowledge gained
through the prior grant program to use the overtime�to do short term and long term
investigations and surveillance of auto theft groups and rings and chop shops. We
will also coordinate with and meet with the Special Investigations Unit and the
Juvenile Unit to make sure that investigative data are available, shared, and useful
to all three groups working on the auto and motorcycle theft problem in St. Paul.

The St. Paul Auto Theft Unit will do in service training of both cu�rr�ent�
and new St Paul o�cers to acquaint them with the techniques of auto t11eft
detection, and the pro-active methods they can use to work on career auto thieves
and chop shop operations. Many of the techniques and methods �i�e �vill be traininQ
the officers in were discovered and developed through the use of �rant funds in the
prior funding cycle.
We propose to continue our efforts with the insurance industry and to
engage in an education campaign with the new car dealers who have been the
victims of numerous auto thefts because of the use of "lock boxes". Some of the
auto thefts in the attachments were as a result of the groups targetin� new car
dealers using "lock boxes". We also plan to issue releases to the public and auto
dealers to identify methods by which they can safeguard their vehicles and help
prevent auto thefts in their areas.
