WHEREAS, The Council of the City of St. Paul wishes to protect
the public interest and to continue to ma.ke the cable communications
franchising process fair to all applicants; now, therefore, be it
RESOLVED, That the following rules governing lobbying and
financial disclosures during the cable communications franchising
process be adopted and rema.in in effect until the award of the
franchise by the City Council:
1. Commencing April l, 1983, and every month thereafter until
the award of a franchise, all filings shall be made with the City
Clerk.
2. All filings shall cover the time period extending from
seven days prior to the last reporting date to seven days prior
to the current reporting date.
3. For purposes of this resolution, contacts shall mean any
substantive discussions with respect to the cable communications
franchising process.
4. In addition to Form II-D, page 8, of the City' s Request
for Proposals, all applicants for the cable communication franchise
shall file the following informa.tion:
a. A list of contacts with Council Members and
their aides and the Cable Conununications Officer;
b. A list of transfers or agreements for future
transfers of stock options, cash, property
or other considerations or inducements on the
part of applicants or affiliated persons or

c. A list of all expenses incurred in seeking the
franchise award, including but not limited to,
lobbying, public relations, ma.rketing, adver-
tising, research, salaries, legal fees, personal
service agreements, contracted services, and
donations or gifts to local individuals, groups
or institutions.
5. All lobbyists shall file a list of contacts with Council
Members and their aides and the Cable Communications Officer.
6. Council Members and their aides and the Cable Communica-
tions Officer shall file the following disclosures:
a. A statement of financial interest in an applicant
or affiliated firm;
b. A statement of any potential conflict of interest
arising from professional or personal affiliation;
c. A list of contacts with lobbyists, applicants, and
their spokespersons.
7. All campaign contribution information shall be filed as
provided in Chapter 28 of the Saint Paul Legislative Code.
