Corinne Asuncion reported this license is in regards to Mai Moua, dba Minnehaha Super Market, at 1187 Minnehaha Avenue East. The licenses being applied for are cigarette{tobacco, grocery, and malt ofF sa1e. All of the license requirements have been met. Fire, environmental health, zoning, and licensing recommend approval. Beveriy Bowman , 1212 Reaney Avenue, appeazed and stated she has lived and owned a home in this area for 38 years. The neighborhood is slowly deteriarating. Minnehaha Super Market is currendy selling beer there. She asked is there a license. Ms. Asuncion responded in the affirmative and said there is a management agreement between the current owner and the new owner. Ms. Bowman stated there aze so many rental properties in the area, people not working, and so many children in the azea, that beer is not needed. There was trouble with cigazettes purchased in that store by minors. They came down the a) ley, went between the gazages, smoked, and damaged the gazage. The new owners do not know about this, stated Ms. Bowman, but a yeaz ago, she sent a card about placing trash cans in the front of the store because the majority of the customers are ldds that buy items and throw the wrappers on the ground when they leaue the store. The Bowmans drive down the alley to reach their garage. It is embanassing to bring someone to their property and humiliating to live in a trashy area. If the owners do not care about papers and cigazettes, Ms. Bowman wonders what they aze going to do about the beer. Mr. Strathman asked do they know instances of the store selling beer illegally. Ms. Bowman responded no. Mr. Stratlunan asked was her general issue with the liquor license that it is contributing to the general problems in the neighborhood. Ms. Bowman responded it has gotten to be a horrible neighborhood, and she hates to live there. Mai Moua, owner, and Yee Yang appeazed. Mr. Yang stated he had a business like this one far 15 years in Fresno. He checks identification as the law requires. Some people will have kids in the car and show identification, but once they leave the store, it is uulmown who they aze giving it to. Now there is a sign. Mr. Thao responded there are two trash cans inside: one is by the door and one is by the cash register. Ms. Moua added she did not see a lot of trash outside.
