WHEREAS, the Saint Paul City Couneil in its Legislative
Committee meeting as a Comznittee of the Whole on February 28 ,
1983 did vote in the negative on the issue of asking the State
Legislature to support
"repeal of P4innesota Statutes 1980, Sections
609.293; 609 .34 and 609. 36 repealing the
offenses of sodomy, adultery, and fornication"
NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City
Council hereby declares that it is opposed to the repeal of the
above described existing statutes; and, be it
FURTHER RESOLVED, that the Saint Paul City Council respec-
tively urges the Minnesota State Legislature to not repeal the
above described existing statutes; and, be it
FINALLY RESOLVED, that the City Clerk is directed to send
copi�s of this resolution to all members of the Ramsey County
State House and Senate Delegation.

RE : Council Vote
Pursuant to our brief ineeting following the City Council meeting of
March 1, 1983, this is to confirm that I informed you that my position
and vote on the Nicosia resolution was a no vote. The resolution,
which opposed the Human Rights Commission requesting an amendment to
State Statute, was to be included in the City Legislative Package.
As the Council record will show, prior to the vote on this issue, I
argued that it has and should continue to be the policy of the Council
to include in its legislative package only affirmative requests of the
legislature.
Unfortunately, during the roll call on the vote, I apparently was pre-
occupied and as such did not make an affirmative no vote, and I was,
therefore, recorded an affirmative yes vote. When I discovered this
following the Council meeting, I called it to your attention, and the
proper correction was made.

On April 23, 1983, the above ordinance was published.and went into effect
on May 23, 1983. State law governing condominum5 restr.icts any local
legislation to a life of 18 months. This ordinance �•�as subject to that
State law and is therefore no longer in effect.
Please relay this information to any of your sta�'f who may be advising
the public regarding condo conversion regulations in St.. Paul
