VJhereas the State of Minnesota`bepartment of Econ tu' /Security and the Mayor of Saint Paul received formal
notification on Februaty 16, 2000, that the Quebecor Printing facility in St. Paul would be closing effective Apri116,
2000 due to corporate restruchtring, in which 550 employees will face permanent lay-off including over 300 city
residents
Whereas MDES provided initiai company contact through its Rapid Response Team and organizing a Employee
Management Committee who issued a competitive Request for Information bid on March 2, 2000
Whereas the City of Saint Paul's Depariment of Planning and Economic Development, Workforce Development�
Programs responded in coordination with its dislocated worker service providers Labor Studies and Resource Center,
Employment Action Center and Lao Family Community of Minnesota and was selected on March 10, 2000 as the
designated agency for this company closing
Whereas the City of Saint Paul requested and received an emergency grant from MDES to begin immediate services,
including registering 400 Quebecor employees to the dislocated worker program and initiating full program services
Whereas the City of Saint Paul's Workforce Development Programs within the Depariment of Planning and
Economic Development submitted a gant application to MDES on Mazch 31, 2000, requesting $1,520,000 in state
discretionary funds in order to provide re-employxnent services to this affected workforce effective April 1, 2000
through March 31,2001 and
Whereas the City Council's concem with the re-employment opporhanities of its residents impacted by the lazgest
company closing in the city since 1985 desires a project update from PED on April 12, 2000.
