SUBJECT : Request extension of time beyond 60 days allowed by city in t e�ir�letter of 1/4/83 to install new electrical service and to complete remaining items listed, because appellant has applied for financing under City of St . Paul rental reh abilitation loan program which he ex- pects will take about 60 days before processing is complete . APPEARANCE : James Sw artwood PROCEEDINGS : Mr. Swartwood said he has taken steps to qualify for a city loan program which would help finance improvement of his duplex. His application was not yet approved. Frank Staffenson stated that work orders date back to October .of 1982 and there were complaint orders prior to that. Tags were issued in December for failure to provide proper exitway key systems and to repair a bathtub fixture . He called attention to the report of the electrical inspector, who reported a condition that Mr. Staffenson considered to be extremely hazardous . He said he had contacted Bill Cook at the city's Planning and Economic Development Dept. , where applications for city xehab programs are handled, and there was no record of an application Qn file for rehab of this property. In view of the serious� nature of the electrical items , he asked that the appeal be denied. Mr. Knutson pointed out the item, "main switch and fuseholder broken and jumpered out with #12 wire ," which he said eliminates the protection of the main fuse on the whole panel. The report also refers to two branch circuits that are overfused and overloaded, a very. hazardous situation. Mr. Swartwood didn' t think the electrical system was a fire hazard Yf a few changes were to be made to vrovide temporary safety.' A�ter his loan application was approved, the complete new service would be installed along with all the other repairs and improvements that were needed. As to his application, he said he had indeed started the process , but the �irst thing he was asked to do was fill out four pages with information on his last two years ' income taxes and other detailed financial data, tlhich he had turned in within just the past few days . There would be more red tape before the loan could be apnroved. . � , . -S- 2/8/83 - Meeting No. 193 Mr. Knutson asked Mr. Swartwood if he had any idea when he could expect �o get approval of his application . Mr. Swartwood said it would have to be approved by April 1 to come under the Section 8 program. BOARD ACTION: Mr. Knutson moved to grant a time extension to April 1 , 1 83, provi ed a licensed electrician is brought in to rep air the main fuseholder to minimum safety standards arid to put in 15-amp fusesta�ts and adapters �ithin one week. Mr. Gausman seconded. MOTION CARRIED.
