Case 83-PN-340-A. In the matter of St. Paul Police Federation and the City of St. Paul. Dear Mr. Goldberg: By letter dated December 7, 1982, I advised the Director, on behalf of the City of Saint Paul, of the City's final positions for arbitration with the St. Paul Police Federation. After conferring with our City Council, it has been determined that the City's positions should be more clearly set forth and so please accept this letter as amendatory of my December 7, 1982 letter to you. The final positions of the City of Saint Paul are as follows: 1. The City is demanding a change in the Administrative Service Fee for costs incurred in collecting union dues by assessing each of the members of the Federation $0.25 per bi-weekly pay period. 2. The City is demanding expanded wordage in the employer authority clause to strengthen its management rights. 3. The City is demanding a change in the overtime compensation article. 4. The City is demanding a change in the health and welfare insurance article by "bench-marking" the City's contribution for all health and welfare insurance plans at the Group Health Insurance rates effective September 30, 1982. 5. The City is demanding an article dealing with the City's liability for injuries received by a police officer when working for another employer. Specifically, the City wants to clarify and eliminate any contention that an officer employed off duty is entitled to any workerst compensation benefits from the City. �� n►-�,n n r-n • � . � 2'7985� Page 2 6. The City is no longer demanding a modification of that article of the present agreement dealing with usage of special charter provided sick leave during a period of incapacitation. 7. Ttze City is demanding the length of a new bargaining agreement � be for the calendar year 1983 and 1984. 8. The City is demanding what is commonly known as a "zipper" clause in the new collective bargaining agreement. 9. The City is offering as part of its wage settlement a zero increase in 1983 and a $20.00 bi-weekly increase in 1984. 10. The City of Saint Paul is opposed to any increase in severance pay. The City currently provides $4,000.00 in severance based on certain conditions anii the City feels that this maximum should be retained. 11. The City is opposed to any increase in pay for the night shift and believes that the $0.40 per hour now provided is adequate. 12. The City believes that its current vacation schedule for the Police Federation is fair and adequate and competitive with other municipal employers in relationship to their police departments.
