AMENDING THE 1983 CAPITAL IMPROVEMENT BUDGET TO PROVIDE FUNDING
FOR MINNEHAHA AVENUE AND TEDESCO STREET STORM SEWERS
WHEREAS, the Railroad Island Sewer System Rehabilitation is eligible for partial funding from
Municipal State Aid (MSA) and Special Assessment financing in accordance with MSA fund guide-
lines and the city's adopted assessment policy, and
WHEREAS, the storm sewer constructinn work proposed in MINNEHAHA AVENUE from Burr Street to
Payne Avenue and TEDESCO STREET from Lafayette Road to Burr Street will be coordinated with the
street improvement projects, and
BE IT RESOLVED, that the Council of the City of St. Paul, upon recommendation of the Mayor and
advice of the Long-Range Capital Improvement Budget Committee, does hereby amend the 1983
Capital Improvement Budget, as heretofore adopted and amended by this Council, in the following

SUBJECT: Railroad Island Sewer Rehab. - S-0505, Pg. 40 CIB&P - 1982
Detailed engineering work has progressed on the subject project, including
cost estimates wherein it has been determined that partial funding of the
proposed storm sewer system is eligible for Municipal State Aid (MSA) funding.
Also, the project construction work to the limit of the funding provided is
being coor�l�nated with the 1983 approved paving projects which include:
5-0507 - Minnehaha Avenue Reconstruction
5-0509 - Tedesco Street Realignment
5-0514 - Payne Avenue Resurfacing
5-6610 & S-6611 - Residential Street Paving in area
At this time, the Department of Public Works recommends MSA funding transfers
for the eligible storm sewer work in Minnehaha and Tedesco Streets, in the
amount of $114,600. Attached is the proposed City Council resolution to authorize
these transfers. Request that this resolution be submitted to the Capital Improve-
ment Budget Committee for their review and approval.
Please be apprised that in coordinating the Railroad Island storm sewer program
with the street resurfacing program, portions of the 1982 CDBG sewer funds (esti-
mated at $36,000) , will be utilized for street work, but will be restored from
the 1983 CDBG street appropriation.
Attached for your information is a recent file memo identifying the projects sub-
divisions in Railroad Island and approximate schedule and funding needed to com-
plete sewer work in this area.

SUBJECT: Railroad Island Storm Sewers
The project 5-1671, was originally funded for a total amount of $350,000. S-1671A,
provided $7,000 for preliminary engineering study and 5-1671B, provided $343,000
for project.
The storm sewer project needs have been identified and are being coordinated with ,
street improvements in the area. Accordingly, 5-1671B is being subdivided into
segments for contract purposes as follows:
5-1671B1 - Railroad Island - Minnehaha - Preble
Total estimated cost of this project is $256,900
Proposed financing:
MSA $ 69,900
'82 CD (paving credit) 36,000�1�
'82 CD 151,000
This project will be constructed and included in the Minnehaha-Burr to Payne Paving
project (P-0511) .

S-1671B2 - Railroad Island-Tedesco
Total Estimated cost is $54,500
Proposed Financing:
Assessments $ 9,800
MSA 44,700
This project will be iricluded with the reconstruction of Tedesco - Lafayette to
Burr (P-0911) .
S-1671B3 - Railroad Island - Beaumont from DeSoto to Edgerton
Proposed Financing:

This project is scheduled for �onstruction with residential street improvement
program (P-0906B) for fall 1983 construction.
