This ailey is a blind ailey with no exit , also cailed a dead-end alley. It is not being used by the abutting property owners. There is no trash hau4er traffic. 2. That neariy half of this dead-end aliey was vacated as per Resolution No. 98-115, dated February 14, 1998, and is fenced of4 by the owners. 3. That the remaining part of this dead-end ailey is constantly being used as a dumping area for trash, glass bottfes and cans, broken furniture, bags af garbage. 4. That there is continuous day and night access to the ailey by individuals who use the secluded areas to defecate/urinate and other ilficit activities. 5, That the Ramsey County Sheriff's Department has recommended the fencino af the entire dead-end a11ey. 6.
