RESOLVED, that the Civil Service Rules be amended in Section 14, PROMOTION REQUIRII�NTS, with the addition to the second paragraph of a new Subsection 4 which shall read as follows: "4. A person holding the title 'Substitute Library Specialist' shall be eligible, for promotion to other positions employed by the Saint Paul Public Library if he/she has held a Classified positioa for not less than two years immediately preceding the examination date and has actually served at least 2,080 hours since certification."
