wHtREAS, the Como Parl� Conservatory has been a major public attraction in
Saint Paul since 1915, and
'�JHEREAS, the Conservatory' s historic Victorian-style structure is in need
of rehabilitation and improvement to ensure its availabili�cy for present
and future generations, and
WHEREAS, the Como Conserva�ory Master Plan was prepared by the Division of
Parks and Recreation with direction and guidance of the Como Conservatory
Planning Advisory Committee and found �o be consistent wi�ch �he Saint Paul
Comprehensive Plan at the February 25, 1983 Planning Commission meeting, and
WHEREAS, the Conservatory is designated a Regional Special Use facility by �he
Metropolitan Parks and Open Space Commission and is eligible for capital
improvement funds from the Metropolitan Council , now, 'therefore, be i�t
RESOLVED, that the Council of the City of Saint Paul does hereby approve and
adopt the Como Conservatory Master Plan, and authorize its submission
to the Metropolitan Council for approval , and
FURTHER RESOLVED, that the Council of the City of Saint Paul does hereby
au'chorize appropria�e City officials to execute agreements �s necessary
to secure Metropolitan Parlcs and Open Space capital improvement funds.

SUBJECT: Como Conservatory Master Plan
Dear Councilman Tedesco:
After considerable time and eff_ort by our staff and the Como
Conservatory Advisory Committee, we have completed preparation of
the Como Conservatory Master Plan. Our purpose in preparing this
glan was to analyze our needs and identify facility improvements
which will ensure that the Conservatory can continue to fulfill
its role in providing recreational service to local and regional
residents.
Several organizations have followed the preparation of this plan,
and have reviewed its contents . Following review meetings with
the Como Park Advisory Committee, the Como Zoo Design Committee,
the State Historical Society, the Heritage Preservation Commission,
and District Planning Councils 6 , 10 , and 12 , the plan was reviewed
and approved by the Saint Paul Planning Commission at its February
25 , 1983 meeting.
We have prepared the attached City Council Resolution for your
consideration and have enclosed a Master Plan Summary and a copy
of the Planning Commission Resolutions for your review. We will
also deliver copies of the plan to your office. It is our hope
that this Resolution can be brought to the City Council in the near
future. Its approval will enable us to apply for Metropolitan
Parks and Open Space funds to begin the needed improvements.

COMO CONSERVATORY
Master Plan Summary
The Como Conservatory Master Plan analyzes the need for improvements to this
70 year old facility to ensure tha� it continues to meet the recreational needs
of local and regional residents. The plan makes recommendations about what
improvements should be made, the timing of these improvements and an estimate
of each phase.
Citizen Participation
The deterioration of the Conservatory prompted the formation of the Como
Conservatory Preservation Society in 1971 ; by early 1980, the planning process
for the Conservatory was begun and the group was officially designated as the
Como Conservatory Planning Advisory Committee. A11. 17 neighborhood planning
councils were invited to send representatives to participate in the process.
The group met on a bi-weekly basis to produce this plan.
Relationship to Parks and Recreation Plan
This plan is in conformance with the Parks and Recreation component of the City' s '
Comprehensive Plan which was prepared in 1979; in addition, it is also included
in the Capital Improvement Program of the Metro Parks and Open Space Commission.
The rehabilitation and improvement of the Como Conservatory is considered essential
to preserve this unique and historic resource.
Estimated Costs and Financing
The rehabilitation and improvement of the Como Conservatory has been divided
into four stages:
Phase I - Restoration of Public Display Area & Growing House Replacement
Phase II - Development of Resource Center Building and Plant Display Area
Phase III - Restoration and Replacement o` Growing Areas
Phase IV - Development of Grounds, Plaza, Landscaping and Japanese Garden
Transition/Service Area
The total project cost for all phases (in 1982 dollars) is $4,026,275. Funds
will be obtained, in phases, from the Metropolitan Council ' s Parks and Open
Space program. The project is eligible for these funds by its designation as
a Regional Special Use Facility.
Approvals Required
Planning Commisssion approval (February 25, 1983) and City Council approval are
necessary for submittal of the plan to the Metropolitan Parks and Open Space
Commission. This Commission will then review the plan and forward its r�ecommend-
ation to the Metropolitan Council for its approval .
