In this instance, the City currently owns the Stem Hall property and would be assigning it to the Ordway Music Theater in the form of a 100 year ground lease. If this ordinance is adopted, subsequent resolutions respecting this project would be required. Given the rather lengthy ordinance approval process as well as the need for adoption of necessary resolutions prior to the end of this year, we previously discussed the possibility of introducing this measure under suspension of the rules and bypassing further committee action. If this stategy is acceptable to you, I would propose this matter be presented to the City Council on Thursday, October 13. Please contact me when you have had an opportunity to review this memo.
