WHEREAS, Phase I of Harriet Island Pazk Restaration is scheduled for completion in
2000, and
WHEREAS, the Phase I project has created two new park access roads to serve the
completed park, and
WHEREAS, the Division of Pazks and Recreation desires to name the two new roads to
provide accurate address information for the 911 emergency system and to provide accurate
directions for the benefit of park visitors, and
WHEREAS, Harriet Island Park is named for Harriet Bishop, the first school teacher in
Minnesota, and
WIIEREAS, Harriet Island Park was a gift to the people of Saint Paul from Dr. Justus
Ohage, and
1z NOW THEREFORE BE IT RESOLVED, by the Council of the City of Saint Pau1, that
13 the west access road, including the road currently known as "Harbor Road Raise" from its
14 beginning at 350 W. Water Street to the intersection with Plato Boulevard and the new road from
15 Plato Boulevard to the Clarence W. Wigington Picnic Pavilion and Excursion Boat Landing area
16 be named Dr. Justus Ohage Boulevard, and
17 FURTHER RESOLVED, that the east access road leading from Levee Road to the Public
18 Dock and Minnesota Showboat Dock area be named Harriet Island Road.

The Division or Parks and Recreation, park visitors, vendors and emergency services personnel will benefit from having
road names and street addresses. in addition, the road names recognize and honor Harriet Bishop, the first school
teacher i� Minnesota, for whom the park is named, and Dr. Justus Ohage, the City's Commissioner of Health in the late
1800's and early 1900's who purchased the land for public baths and in May 1900 donated it to the people of Sai�t
Paul.
