BE IT RESOLVED, That the Council of the City of Saint Paul hereby
certifies and approves the action of the City of Saint Paul Board of
Appeals and Review pertaining to the following listed property and as
shown by the Excerpted Minutes of said Board of Appeals and Review,

SUBJECT: Req
ma�e ample time to finish work order as stipulated in city
inspector' s letter of June 20 , 1983, because of practical difFiculty
and need to obtain financial assistance.
PROCEEDINGS : Ms. Parker expressed her wish to obtain an extension of
time , possibly one year or so. She explained she is on disability ,
receives a pension, and social security. Some of the work has b�en
done and she wants to fix up the property, but her problem is in
obtaining a loan. She stated Mr. Dennis Burdick , Alpha Construction
Company, was hired by her and is saith her today.
Mr. Burdick told the board that basically the house needs tremendous
rennovation but is a stable unit. P�Is. Parker' s prob�oximatelyd60g
the funds to do the work. He felt it would take app
days of rehabilitation work.
Ms. Parker said she felt she would like a year extension so that she
could borrow the money and complete all the work. She also stated
if she didn' t fix it up, she would just let the city buy the property.
Chairman Glassman explained to her that the city �?1? not buy the
property and that she must find the money to fix it up.
Alice Bijjani stated that a number of extensions have already been
granted Ms. Parker in the past. She felt the contract vis. Parker
showed her listing work to be done did not address the important
things_ She said Ms. Parker needed someone who is looking at the
��rhole picture with her. and felt that it should be looked at in a
shorter period of time than a year to make sure Ms . Parker gets the
financing. She inquired if Ms. Parker had made application to 101�
University Avenue (Planning & Economic Development , Rehab. Division).
Dennis Burdick, of the Alpha Construction Co. , explained they spoke
with a Caro1 Salmon from PED at 1010 University who said she would
come out and h ave a look at the property. Sherman Doran , Ms. Parker's
son, e xplained they did fill out the application and they were to make
an appointment •�r�.th PED to go over it Htith them.
Rudolph Sawyer, member of the board, urge Ms . Parker to follow through
and go to the PED office to find out what she qualifies for. He said
she can receive counseling and assistance there as to how long it would
' take to complete the loan procedure. He explained sometimes you can get
tentative approval for life threa�ening deficiencies where funds can
be obtained to start work. He urged her to get several bids , to con-
tact the Urban League for counseling and to contact the N1N. Housing
Finarice Agency. He said he would have Ron Smith of the Urban League
contact Ms. Parker and her contractor.
[�ti?.liam Tilton expressed some concern as to whether some of the work
should be done before the 90 days if it could cre ate serious problems
for the tenants, particularly Nas. 4 and 5 on the third floor.

BO�RD ACTIO�V : Mr. Gausman moved to grant a ninety day extension period
for obtaining the financing. Ms. Parker �vould then come back to the
board and prove that she has the funds and that c,rork is progressing.
She �aould produce a signed contract for the cvor}: to be done and at
that time the board could possibly give another extension of time to
complete all the work.
DISCUSSION: Alice Bijjani felt it should be a shorter period of time
as you cannot get an application pr.ocessed by PED at 1010 University
in three months , but if she can get a yes or na by a private bank
it would be better.
Dennis Burdick felt that within six weeks you can get a 90% guarantee
and in the meantime they could pick up financing even if it took six
months to finalize the deal, the work could be started.
BOAR� ACTION : Mr. Tilton moved to amend Mr. Gausman' s motion by
adding on condition that Nos. 4 , 5 , 6 , 17 , 23 , 24 , 26 & 28 be done
immediately (within 30 days) . Mrs. Collins seconded the motion to
amend. �

come back to the board and prove that she has the funds and that work

of time to complete the work, if needed, with the condition that Nos.

SUBJECT: Request variance of all. items �.isted as violations in city' s
letter of July 26 , 1983, comprising various exterior and interior
repairs , because of practical difficulty and economic considerations.
PROCEEDINGS : Mr. Schoonover s�tated he needs an e�tension of time to
take care of the major items , such as , the electrical, the roof and
the ceilings. He can do the smaller needed repairs , bu-t needs more
time to ob-kain funding for the major things.
Mr. Staffenson from the City Health Department informed the board that
there are quite a number of violations , some are more serious than
others. He would not be oppased to an extension of time for some of
the lesser ones but others must be taken care of immediately. He said
on last__inspection there was no trash in the area. He also pointed
out that Mr. Schoonover has already had 45 days time tc;� do the work.
Mr. Schoonover stated he has already completed Nos. 5 , 6 , 7, 8, 9 ,
10 , 13, and 15 in the city' s letter of July 26 , 1983, and does intend
to complete the work when he can get a loan.
Ron Glassman related to Mr. Schoonover and the board a telephone cail
he had Monday night before the meeting. The person identified himself
as a neighbor of Mr. Schoonovers and asked that we make him clean up
the place. Mr. Glassman asked his name , which he would not give. He
then asked him to write a lettEr, which he also would not do, as he
. said he _was afraid of Mr. Schoonover and what he might do.
Mr. Schoonover said he felt he knew who it was and that he was taking
it out on him for the actions of his sons.
Mr. Sawyer said he had a similar call, and that he responded to it much
the same as Mr. Glassman did.
Betty Moran of the West 7th Street Federation was in attendance and
stated she was there representing the community to report back on
action the board would take. She felt the people in the community
wanted to see the property cleaned up.
BOARD ACTION: Mr. Tilton moved to grant an extension of time for 60
days , as Mr. Schoonover has taken care of some things , with the con-
dition that he will secure a loan and received estimates to take care
of items 19 , 2Q, 21 and 22 .
Mrs. Bostrom seconded the motion.

SUisJECT : Request variance of classification of dwelling and require-
m�nts for an apartment house; of Section 34. 13 pertaining to light
and ventilation , to allow continued use of third floor sleeping room,
and request for an extension of time to complete other repairs as
stipulated in the city' s letter of August 8 , 1983 , due to prac�ical
difficulty and tinancial hardship.
SUnJECT: Mr. Robert J. Miller appeared in behalf of his son , Geoffrey
riil—ler who is President of Beta Kappa Chapter Theta Chi Fraternity
Alumni Corporation. Mr. Miller explained that the owner of the
property is the alumni corporation of this fraternity. Mr. Tra�nor is
the treasurer and he has been trying to keep the fraternity active.
The building has been a fraternity house for seventy years. Mr. Miller
feels some of the problem is the neglect of the city inspection depart-
ment. They are in the process of trying .to get some hids and financing.
There is a National alumni association and they have committed them-
selves to $18,Q00 on a first year mortgage. On September 9 , they stated
they would give the fraternity some additional funds but they must
furnish them a budget. There are presently 15 students living there
paying $100. 00 monthly. If the national fraternity grants the loan ,
it must be with the ass.urance that the City of St. Paul will not come
back a few years later with more work to be done.
Alice Bijjani explained to Mr. Miller and the board that the fraternity
should have a maintenance budget. This would eliminate repairs piling
up and no funds being available.
Mr. Miller stated they are concerned about fire safety and have made
some corrections. The use of the basement room has been discontinued.
There is a fire escape stairway from the third f loor , but you must go
through a bedroom window to reach it. He would like a 4 month extension
of time to work with the city staff to get bids for the most imoortant
items and find where they can get variances. TYiey �oould �hen come back
to the board & hopefully have the financial facts established concerning
a loan and �the amount.
Alice Bijjani explained that zoning is approved for a fraternity house
only and that a certificate of occupancy is required as it does not
fall into the categary of single dwelling or duplex - it is a roomin�
house. She said because a certificate of occupancy is appro�riate , .
problems will come periodically. She was not sure if a city license
was required for a rooming house. She felt the majority of things
were not life threatening - mostly maintenance items. She would �vant
assurance that the room with the window to the fire escape stairs caould
not be locked at any time, and this room should also be labeled "exit" .
rir. Knutson moved that a ninety day extension of time be granted in
order to obtain financing and bids by the second Tuesday in December,
with condition that the third floor bedroom with the window to the
fire escape stairway be kept unlocked at all times and the room k�i'g
labeled as "exit" . Mrs. Bostrom seconded the motion.
