WHEREAS, the City of Saint Paul has supported the petftion of the Northem States Power Gompany to the
Minnesota Public Utility Commission to authorize the continuation of Area Development Rate Zones; and
WHEREAS, the 1995 Minnesota Legislature extended the use of Area Development Rates within under-utilized
industrial zones on a permanent basis; and
WHEREAS, Area Development Rate (ADR) Zones are districts where electric utility services are provided at a
reduced rate to new and expanding manufacturing and wholesale trade businesses; and
WHEREAS, the City of Saint Paul qualifies under Northern States Power Company's Area Development Rate
program; and
WHEREAS, the City of Saint Paul has a strong commitment to maintaining a healthy urban economic base; and
WHEREAS, the Saint Paul Port Authority administers the ADR Zones in Saint Paul;
WHEREAS, the City of Saint Paui has had three ADR Zones since June 28, 1990, one at Westgate Office-
Industrial Park, one at Crosby Lake Business Park, and one at Empire Builder Industrial Park, and businesses have
benefited firom the program, creating and retaining jobs in the City; and
WHEREAS, the City Council has final approval of the Iocation of the ADR Zones within Saint Paul; and
WHEREAS, the Empire Builder Industrial Park has become fully built out and no new buildings can be constructed
in the Park; and
WNEREAS, the Saint Paul PoR Authority indicated to the City Council in 1992 that at a future date the Port
Authority of the City of Saint Paul may request the City Council and Northern States Power Company to relocate one or
both of the ADR Zones to areas that may benefit from the ADR program; now therefore, be it
RESOLVED, that the City Council approves the relocation of the ADR Zone from Empire Builder Industrial Park to
Great Northern Business Center Phase i Project.

Action Requested:
Approval of a resoJution requesting Saint Paul's City Council to approve a change in the
Area Development Rate (ADR) zone commonly referred to as Project Gemini from Empire
Builder Industrial Park to the Great Northem Business Center Phase I(Masson Steel).
Background:
Northem States Power Company has received authorization from the Minnesota Public
Utility Commission and the Minnesota State Legislature to continue and extend the use of
area development rate zones within under urilized indush zones on a permanent basis.
ADR zones commonly referred to as Project Gemini provide reduced electrical rates to
participating business for five years. Norttaern States Power Company designed the zones
to help existing public efforts to revitalize urban neighborhoods. The reduced electrical
rates in some cases may approach twenty percent and are a significant amenity for
businesses wishing to relocate or expand in the urban areas.
The authority to change ADR zones rests solely with the Saint Paul's City Council.
Northem States Power Company agrees that the switch to the Great I3orthern Business
Center will aid the Port Authority's redevelopment efforts and will provide information
and background to Saint Paul City Council Members as necessary. The businesses in
Empire Builder Industrial Pazk have already received the benefit from Project Gemini and
will not be adversely impacted by the switch.
Recommendation:
The Port Authority Boazd approve a resolution requesting the Saint Paul City Council to
