WHEREAS, Gregory Blees has served as Budget Director for the City of Saint
Paul since 1981 and has initiated cost-savings programs for the City
since beginning his employment with the City in 1967; and
WHEREAS, Gregory Blees has provided leadership in developing policy guidance
for the City's annual operating budget; and
WHEREAS, Gregory Blees has been a leading force in identifying operating
objectives and performance criteria for the Saint Paul operating budget;
and
WHEREAS, Gregory Blees has developed innovative programs for the City of
Saint Paul , including an overlapping debt reduction strategy, capital
allocation policies, Unified Capital Improvement Program and Budget
Process, citizen involvement in setting capital budget priorities; and
WHEREAS, Gregory Blees has performed admirably and unselfishly in providing
dedica�ed leadership in the City of Saint Paul 's budget process while
displaying his willingness to spend many extra hours in working out our
City's operating budget; and ,
WHEREAS, Gregory Blees has brought together one of the most competent, yet one
of the smallest budget staffs of any city of this size in the United States;
and

WHEREAS, the City of Saint Paul recognizes its good fortune in having in
its employ a Budget Director with the knowledge and skills as dis-
played by Gregory Blees; now, therefore, be it
RESOLVED, That the Saint Paul City Council shows its appreciation for
having such a dedicated and talented employee as Gregory Blees through
public recognition; and be it
FURTHER RESOLVED, That the City of Saint Paul recognizes such dedication
through providing to Gregory Blees a salary increase of $2,531 .00 for
the fiscal year 1983 budget, effective upon approval by the Mayor.
