WHEREAS, left turn lanes on Maryland at Arcade have been prohibitive beeause of high traffic volumes and
high accident potential, and
WHEREAS, the lack of left turn lanes creates an ongoing problem for the business community and residents in
the area, and
Wf3EREAS, acquisition of Righbof-Way is required to make room for left turn lanes, and
WHEREAS, there is sufficient MSA available for transfer to purchase the righ4of-way in 2000 from the
Exchange SUChestnut, Maryland/Arcade, Payne, and 1997 MSA Contingency projects, and
WfIEREAS, Saint Paul Publie Works staff will work with the Ramsey County Technical Advisory Committee to
attempt to secure Ramsey County funds for the construction o£the left turn lanes in 2001, so
TIIEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor
and advice of the Long Range Capital Improvement Budget Committee, that $37Q000 is avaffable

Subject: Maryland/Arcade Project

i have requested the praposed resolution setting up the f�laryland/Arcade project
outside of the normal CIB project sub€nittal process because I believe the timing is best
for beginning the right-of-way acquisition and ultimately constructing the necessary
turn lanes as soon as possible. The �`raffic Division has been wc�rking with the Payne-
Arcade businesses for sorr�e time, and there is now acceptance of the need for
constructing turn lanes before we can remove the ban on left turns at this intersection.
Also, the Arcade Bridge is scheduled for removal and replacement in 2001 which will
further reduce access from the south.
The Public Works staff believe in working closely and cooperatively with the CIB
Committee and its timelines and processes. I intend to continue to encourage that
method of operating. While I intend the exceptions such as this to be rare, I recognize
the department will occasionally be in a position to make special requests. In this
instance, the department is proposing to use MSA and County funds and no locai tax
funds.
I respectfully request your approval of the resolution. Paul St. Martin and Ed Warn will
be present at the meeting to answer any additional questions you may have.

for beginning the right-of-way acquisition and ultimately constructing the necessary
turn lanes as soon as possible. The �`raffic Division has been wc�rking with the Payne-
Arcade businesses for sorr�e time, and there is now acceptance of the need for
constructing turn lanes before we can remove the ban on left turns at this intersection.
Also, the Arcade Bridge is scheduled for removal and replacement in 2001 which will
further reduce access from the south.
The Public Works staff believe in working closely and cooperatively with the CIB
Committee and its timelines and processes. I intend to continue to encourage that
method of operating. While I intend the exceptions such as this to be rare, I recognize
the department will occasionally be in a position to make special requests. In this
instance, the department is proposing to use MSA and County funds and no locai tax
funds.
