The assessment of benefits , cost and expenses have been filed in the office
of the Department of Finance and Management Services. Within Twenty days after
the order adopting the assessment, or making a reassessment, a new assessment,
or supplemental assessment, any person may appeal to the District Court by filing
a notice of appeal with the City Clerk stating the grounds upon which the appeal
is taken. Such notice shall be filed wi[h the Clerk of District Court within
ten days agter the filing with [he City Clerk.
