Re: Suburban Avern�e Public Improvement Assessments to the Mattick Praperty
I have reviewed all the City Council and Public Works Committee minutes appli-
cable to arLy public impravements in Suburban Avenue that affect the Mattick
property. I discovered tha.t the City Council cancelled the $�59.00 assess-
ment against the I�.ttick property on September 16, 1980 (C.F. �#275658)• The
assessmerrt was for benefits to the Ma.ttick pronerty for a public water main
in Suburban Avenue f�am Frank Street to 270 feet East of Frank Street. The
City Council ma.de the fin�ding at tha.t time that the Mattick property was� alreac�y
served by the water mQ.in in Burns Avenue.
Based on that finding, I will recommend that the current assessment o� $567.00
for the public water ma.in in Suburban Avenue, t�om 270 feet East oP Frank Street
Easterly to the cul-d.e-sac, and the wa.ter service connection charge of ��b4.86
be removed fra� the assessment roll and be picked up by wa.ter utility ftznds.
Also, based on tY�a.t finding, I will recoffinend to the City Cauncil that the
�656.68 sanitary sewer assessment and the sewer service connection charge of
1+83.02 be removed f�oda the assessment roll and be picked up by the advance �
sewer payment fluid.
I will, hc�rever, recommend that the original $2,227.50 assessment for grading
and pa.ving Suburban Avenue sta.nd because the property is benefitted fra�m the
• impraved access.
Plea.se be advised that I will also reco�end that the north 1�2 of this property
be duly noted on our records and on the water ut ility records so that no building
permit will be issued until the awner pa.ys an amount of dollars eq,ua.l to the
adva.nce sewer and water rates and the respective connection charges, applicable
at the time of application for a building permit.
