WHEREAS, the Robert Wood Johnson Foundation Grant Program has awarded
a $100,000 grant for planning purposes to the 'l�vin Cities area to demonstrate
ways to make health care more affordable to the community; and
WHEREAS, the program was conceived by and will be caxried out by a
cross-section of the community, including xepresentatives from hospitals,
commercial insurers, employers, labor, physicians, health maintenance organi-
zations, government, Blue Cross/Blue Shield and consumer representatives; and
WHEREAS, the Tlain Cities Community Program For Affordable Health Care
is developing proposals to innouatively control rising health caxe costs; now,
therefore, be it
RESOLVED, that the Ramsey County Board of Commissioners, the City
Council of Saint Paul, and the Independent School District 625 School Board
establish a joint task force composed of two elected officials representing
each of the aforementioned bodies and representation from organized labor.
The purpose of this joint task foxce would be to explore and develop a health
care cost containment demonstratipn project to pxesent to the Twin Cities
Community Program For Affordable Health Care for funding consideration.
The joint City-County-School District task force would be charged with the
responsibility of developing, endorsing, and presenting to their respective governing
bodies a grant proposal. Upon endorsement by each of the governing bodies of
the City, County, and School District, this grant proposal would be presented
as an application for funding to the Twin Cities Community Program for Affordable
Health Care.
