RESOLVED� That in accordance with Chapter 62 of the Administrative Code and
Minnesota Statue Chapter �+29, the Counc3l of the City of Saint Paul does hereby
fix the 27th day of September, 1983, at 10:00 o'clock in the morning as the
date on which the Council will hold a Public Hearing in the City Council Chambers,
Saint Paul, Minnesota, to consider the level of street and alley maintenance to be
performed in the City of Saint Paul in 1984 and the costs to be chaxged against
the benefited property, and the City Clerk is hereby directed to publish notice of
this Heaxing pursuant to Minnesota Statute Cha.pter 429 and the Department of
Finance is hereby d3.rected to ma31 notices to affected properties in accordance
with said Chapter 429.

NOTICE OF PUBLIC HEARING
Notice is hereby given, that a Public Hearin� will be held on the 27th day of
September, 1983, at 10:00 A.M., in the Saint Paul City Council Chambers, City
Hall and Court House, Saint Paul, Minnesota, the purpose of the public hearing
being to consider the level of service of Street Maintenance to be performed
in the City of Saint Paul in 1984 and to consider the cost of such service
to be charged against benefited property according to Ordinance No. 15311,
Council File No. 260426.
The particular service to be performed and the estimated costs as proposed bg
the Department of Public Works, are as follows:
CLASS I - DOWNTOWN OR IAOP STREETS
Description;
Class I service will be performed on all down town streets within the
following boundaries: Kello�g Boulevard on the south and west, Eleventh
Street on the north, and Broadway on the east.
Proposed 1984 Level of Service:
The downtown streets will be swept three times per week and flushed five
times per week. All routine maintenance, including patching and repairin�
of street surfaces will be performed on an as-needed basis.
Proposed Assessment:
All Class I service will be assessed at a rate of 2,66 per assessable foot
for all.
CLASS II - OUTI,YING CONIl�RCIAL AND ARTERIAL STRE�.'TS
Description:
Class II service will be performed on all outlying commercial and arterial
streets in the City. These are the major arteries in the City and have both
heavy volumes of vehicular and pedestiran traffic and have frequent business
or commercial properties fronting vn them. Typical examples would be as
follows: University Avenue, Snelling Avenue, West Seventh Street, East
Seventh Street, Rice Street, Payne Avenue, Arcade Street, Summit Avenue,
Grand Avenue and others. All of these Class II streets are accurately
defined on a map available for viewing in the Department of Public Works,
900 City Hall Annex.
Proposed 198�+ Level of Service:
The Class II streets would be cleaned appro�3.mately 18 times per season. Al1
routine maintenance, includin� patching and repairing of street surfaces
will be done on an as-needed basis.
Proposed Assessment:
Under Class II service, there will be two assessment rates, one commercial and
one residential. The commercial property rate will be 1.8 per assessable
foot and the residential property rate will be .83 per asses�able foot.

CLASS III - ALL RESIDENTIAL STREETS
Description•
Class III service would be performed on all residential atreets including
oiled streets, paved streets and intermediate type streets.
Proposed 1984 Level of Service:
Residential streets, including oiled, paved and intermediate streets, would
receive a thorough cleaning each spring which would include sweeping and
flushing. Patching and repair work would be done on an as-needed basis.
Approximate�y 150 miles of oiled streets would receive a sand sealcoat.
In the fall, leaves would be picked up from these streets.
Proposed Assessment:
Under Class III service to residential streets, we have two assessment
categories. The residential property rate would be $1.33 per assessable
foot and the commercial property would be .83 per assessable foot.
CLASS N - ALL OILED AND PAVED ALLEYS
Description•
Clasa N service would be performed on all oiled, paved and intermediate
type alleys within the City.
Proposed 1984 Level of Service:
All oiled, paved and intermediate alleys would receive a thorough cleanin�
each spring. Efforts would be made to complete the cleaning by June 15th.
All routine maintenance, including patching and repair of the alley surface
would be performed on an as-needed basis.
Proposed Assessment:
The propos ed assessment rate is $ .66 per assessable foot for commercial property
and .43 per assessable foot for residential property.
CLASS V AND VI - UNINNIPROVED STREETS AND ALLEYS
Description•
Class V and VI service will be p erformed on unimproved streets and alleys. By
unimproved, we mean those streets and alleys that have not been developed for
one reason or another. They are platted city right-of-ways; however, the
abutting residents have never petitioned for their improvement nor have there
been ar�y assessments levied. Because they are City right-oP-ways, the City
has the responsibility to perform minimal repairs and maintenance work to
reduce hazards.

Proposed 1984 Level of Serviee:
The maintenance and repair of these streets and alleys will consist of
patching, minor blading, placing of crushed rock and other stabilized
material in order to make them passable and reduce hazards.
Proposed Assessment:
The proposed assessment rate on unimproved streets is .51 per assessable foot
for commercial property and .33 per assessable foot for residential property,
The proposed assessment rate on unimproved alleys is .26 per assessable foot
for commercial property and .l per assessable foot for residential property.

SAINT PAUL CITY COUNCIL HEARING NOTICE
PROPOSED "1984" STREET MAINTENANCE CHARGES
A Public Hearing shall be held in the �Council Chambers of the City of Saint Paul at
10:00 A.M. on the 27th day of September, ig83, to consider the Mayor's proposed 1984
Street Maintenance Program and methods of financing it. The City Council will hear
any public testimony from Saint Paul property owners. This Public Hearing deals with
setting the level of street maintenance service to be performed in 1984 and determinin�
the financing plan. The assessments for the 1984 Program are payable in 1985.
The service level and proposed assessments are as outlined below. General funds and
street maintenance aids provide a portion of the financing. Residents will not be
assessed for Winter Street Maintenance.
Class I - Downtown: The downtown streets will be swept three times per week and flushed
five times per week. Al1 routine maintenance, including patching and repairin� of street
surfaces will be performed on an as-needed basis. The proposed assessment rate is $2.66
per assessable foot.

rate on unimproved streets is �.51 per assessable foot for commercial property and .33
per assessable foot for residential property. The proposed assessment rate on unimproved
alleys is �.26 per assessable foot for commercial property and .17 per assessable foot
for residential property.
Commercial property includes all apartment buildings of four or more units. Residential
property will not be assessed for the long-side street frontage on corner lots.
Example: Cost for a 50-foot wide residential lot would be 41.50.
For questions call the Streets Division at 298-4321. Also, City staff will be available to
answer any last minute questions on this matter in the City Council Chambers from
9:30 to 10:00 A.M. the same day as the Hearing.
