Class II - Outlying Commercial and Arterial Streets- Commercial Property-$1.70 per assessable foot. Residential Property-$ .77 per assessable foot. NOTICE OF PUBLIC HEARING Notice is hereb given, that a Public Hearing will be held on the 27th day of September , 19�3, at 10:00 A.M. in the Saint Paul City Council Chambers, City Hall and Courthouse, Saint Paul, Minnesota, the purposes of the Public Hearing bein� to consider the level of service of Street Maintenance performed in the - City of Saint Paul in 1983, and to ratif�r the cost of such service to be charged against benefited property accordin� to Ordinance No. 15311, Council File No. 260�+26, effective February 23, 1973• The particular service has been performed and the estimated costs as proposed by the Department of Public Works, are as follows: CLASS I - Downtown or Loop Streets Description• Class I service has been performed on all downtown or loop streets with the following boundaries: Kellogg Boulevard on the south and west, Eleventh Street on the north and Broadway on the east. 1983 Level of Services: The downtown streets have been swept three times per week and flushed five times per week. Al1 routine maintenance, including patching and repairing of street surfaces has been performed on an as-needed b asis. Assessment• Al1 Class I service will be assessed at a rate of $2,47 per assessable foot. CLASS II - Outlying Commercial and Arterial Streets Description• Class II service has been performed on all outlying commercial and arterial streets in the City. These are the major arteries in the City and have both heavy volumes of vehicular and pedestiran traffic and, in most cases, have business or commercial properties fronting on them. Typical examples would be as follows: University Avenue, Snelling Avenue, West Seventh Street, East Seventh Street, Rice Street, Payne Avenue, Arcade Street, Summit Avenue, Grand Avenue, and others. All of these Class II streets are accurately defined on a map available for viewing in the Department of Public Works, 9th Floor, City Hall Annex. 1983 Level of Services: The Class II streets have been swept or cleaned approximately 18 times per season. All routine maintenance, including patching and repairing of street surfaces, has been done on an as-needed basis. Assessment• Under Class II service, there are two assessment rates, one commereial and one residential. The commercial property rate is $1.70 per assessable foot and the residential property rate is � .77 per assessable foot. ;., . ����76? � . - 2 - CLASS III - All Residential Streets Description• Class III serv3ce has been performed on all residential streets including oiled streets, paved streets and intermediate type streets. 1983 Level of Services: Residential streets, including oiled streets, paved streets and intermediate streets have received a thorough cleaning which included sweeping and flushing. Patching and repairing has been on an as-needed basis; most of the older paved and intermediate streets were sealcoated. In the fall, streets will be swept and leaves will be picked up. Assessment• Under Class III service there are two assessment rates; one residential and one commercial. The residential property rate is $ .77 per assessable foot and the commercial property rate is $1.23 per assessable foot. CLASS N - Al1 Oiled and Paved Alleys Description• Class IV service has been performed on all oiled, paved and intermediate type alleys within the City. 1983 Level of Services: Al1 oiled, paved and intermediate alleys have been swept twice during the season. Efforts were made to complete the first cleaning by July lst, and the second cleaning by November lst. All routine maintenance, including patchin� and repairing of the alley surfaces, has been performed on an as-needed basis. Assessment• Under Class N service, there are two assessment rates; one commercial and one residential. The commercial property rate is $ .61 per assessable foot and the residential prctperty rate is $ .�+0 per assessable foot. Class V and VI - Unimproved Streets and Alleys Description• Class V & VI service has been performed on unimproved streets and alleys. By unimproved, we mean those streets and alleys that have not been developed for one reason or another. They are platted city right-of-ways; however, the abutting residents have never petitioned for their improvement nor have there been ar�y assessments levied. There are approximately 80 miles of unimproved streets and 100 miles of unimproved alleys in the City. Because they are City right-of-ways, the City has the responsibility to perform minimal repairs and maintenance work on them to reduce any hazards or potential hazards. � r ~ • ?���'��? i � - _ 3 _ 1983 Level of Services: The maintenance and repair of these streets and alleys has consisted of patching, minor blading, placing of crushed rock and other stabilized material in order to make them passable and reduce hazards. Assessment• Under Class V and VI service there are two assesament rates for each class; one commercial and one residential. The commercial property rate is $ .47 per assessable foot and the residential property rate is $ .31 per assessable foot on unimproved streets. Residential properties on outlying commercial and arterial streets will be assessed at the residential rate ($ .77 per front foot), commercial properties on residential streets would be assessed at $1.23 per front foot. Churches and church property would be assessed at the residential rate. Assessment will be included on your tax statement in 1984. You must first file a notice stating the grounds for the appeal with the City Clerk within 20 days after the order adopting the assessment. You must also file the same notice with the Clerk of District Court within 10 days after filing with the City Clerk. NOTE: Failure to file the required notices within the times specified shall forever prohibit an appeal from the assessment. Commercial property includes all apartment buildings of four or more units. Residential property will not be assessed for the long-side street frontage on corner lots. For questions call 298-4321..
