VICTORIA SCHOOL SITE RESOLUTION
WHEREAS, on September 21 , 1982, Independent School Board No. 625 declared
the Victoria School site surplus, and asked the City to determine its
interest in acquiring the site for public use or private redevelopment and
to submit any proposal it has to the School Board in writing; and
WHEREAS, the Como Comnunity Council has recomnended that the City buy and
lease out the building to maintain the property in public ownership in the
event it is needed again for school purposes; and
WHEREAS, City staff have determined there is no municipal public use for
the building and property; and
WHEREAS, the School Board is solely responsible for determining what property
may be needed by the School District in the future; and
WHEREAS, the C.I.B. Comnittee adopted a resolution stating that acquisition
of the Victoria School site would violate City capital allocation policies
and would not be an appropriate use of C.I.B. funds; and
WHEREAS, neighborhood residents appear to favor saving the building if it
can no longer be used for a local government use; and
WHEREAS, several private groups have expressed interest in purchasing the
building for reuse;
NOW, THEREFORE, BE IT RESOLVED, by the Saint Paul City Council that the
City propose to the School District the following:

4. On May 27, 1983 the Planning Commission held a public Mearing on all
surplus school sites, including Victoria. On June 27 the Planning
Commission recommended that the City propose to the School District
the following:

Staff Recommendation
Staff supports the Planning Commission recommendation for the following
reasons: .

Dear Council President Tedesco and Members of the City Council:
In 1981 and 1982y the School Board declared that six school sites were na longer
needed for school purposes. The Board asked the City if it had a public purpose
for the sites, either for actual use by the City or for private redevelopment.
The six sites are: Riverside. Edgcumbeo Victoria, Hartzell, Career Studies
Center II, and Mounds Park Junior High.
Last winter° neighborhood task forces and district councils studied alternative
reuses and developed recommendations for each of the sites. The City's Planning
Division also studied each site and recommended reuses. These studies and recom-
mendations are contained in Surplus School Sites In Saint Paul: Recommendations,
which already has been sent to you. The City and School Board have determined
that one of the sites. Mounds Park Junior High, be reused for private redevelop-
ment for housing9 community use, and private open space. Old Harding Place has
been designated tentative developer of the site.
The Planning Commission has completed its consideration of the reuse of the
five remaining siteso In May the Commission held a public hearing about the
sites; during June the Commission considered the hearing testimony and the
task force, district council, C.I,B. Committee, and City staff recommendations.
On June 24, the Commission made their recommendation on the five sites. Their
views are contained in the attached resolutions.
The Commission recommends that three of the sites - Hartzell, Career Studies
Center II, and Victoria - be developed for private reuse. The Hartzell site
is proposed to be developed with housing. The task force recammended the con-
version of the school building into cooperative housing and new ownership
housing on Summit. The Career Studies Center II site, since there is no
near-term City redevelopment interest in the property, should be sold by the
School Board in whatever manner it chooses. The Victoria site should be ad-
vertised by the School Board for a purchaser who wi11 reuse the building with
a property tax paying use. If a purchaser is not found by October 1, the site
should be bought by the City for housing redevelopment.

The Commission recommends that Riverside should be acquired for continued operatior�
of the Riverside Recreation Centero The task force will try to find a tenant
for the building until December 1; if they are unable to find a tenant, the
building should be demolished and the land added to the recreation center.
The Commission recommends that the Edgcumbe site be acquired and held onto
until the new Citywide Parks and Recreation Plan is completed (or until January 1,
1985, if the Plan is not completed). Based upon the new Plan, the City can
decide whether alle part, or none of the site is needed for recreation. Land not
needed for recreation should be sold for housing. In the meantime. the site
can be used for unstructured recreation,

WHEREAS, Minnesota Statutes authorize a municipality's planning agency to review proposed
acquisition and disposition of real property for compliance with the comprehensive
municipal plan and report its finding to the municipal governing body; and
WHEREAS, on October 5, 1982, the School Board declared the Riverside Scho�l site surplus,
and asked the City to determine its interest in acquiring the site for public use or
private redevelopment and to submit any proposal it has to the School Board in writing; and
WHEREAS, the Planning Commission has considered the recommendations of a neighborhood task
force, the Southwest Area District Council , the West 7th Street Federation, the Planning
Division and the people who spoke at a public hearing on P"ay 27, 1983; and
WHEREAS, the following neighborhood recommendations are endo rsed by both affected
� district councils and supported by the Planning and Parks and Recreation Divisions;
1) The City should retain the Riverside Recreation Center at the site with the School Board
transferring ownership of the property to the City; 2) The neighborhood should �ry to
locate suitable tenants, until December 1, 1983, to lease the building; 3) The City
should demolish the building thereafter if no such tenants are found; and
WHEREAS, these recommendations are in conformance with the City's Comprehensive Plan;
and
WHEREAS, the recommendations are in conformance with the City's capital allocation policies ;
NOW, THEREFORE BE IT RESOLVED, by the Saint Paul Planning Commission that the City should
take the following steps leading to the ultimate reuse of the Riverside School site:
A. The City should ask the School Board for the property for continued operation of the
Riverside Recreation Center.
B. The City should monitor the efforts of the Riverside School Site Task Force until
December 1, 1983, as it looks for possible tenants to lease the building from the
City.
C. If no suitable tenants have been located by December 1, 1983, the City should demolish
the school building, adding the land underneath it to the Riverside Recreation Center.
AND BE IT FURTHER RESOLVED, that the Planning Commission finding be transmitted �to the

WHEREAS, the housing alternatives for the site conform to the Housing Plan, but
should not be built in the absence of a definitive decision that the land is '
not needed for recreation; .

On Piay 12, 1983, the C.I .B. Committee discussed the Edgcumbe School site and
iaid the matter over until June a;hen the Community Facilities Task Force
proposal rankings ti�,�ere completed. The South�•rest Area District Council pro-
posal for Edgcumbe School ranked next to last (56th out of 57 proposed proj-
ects) on tfie task force's list.

At the co�mnunity meeting on April 19, 1983, I presented to you a proposal for
purchase and use of the Victoria School site by Dungarvin, Inc. At that meeting
some of you expressed your concerns about our proposal to rezone the school
property for use as an office building. In order to address those concerns and �
make our use oE the property more compatible with the surrounding neighborhood, .
we have revised our proposal as follows:
I. USE OF TEiE VICTORIA SCHOOL SITE _
The existing school building will be repaired and remodeled for use '
p��rtially as an office building and partially as a day-care center.
The northeast portion of the property (directly to the north of the
' existi.ng home� on the block) will presently remain undeveloped; however
we will retain the option to sell that portion of the property for use
as single-family home�ites at some future date. �
Lt. REPURCHASE OPTI4N
Lf at any ti.me within ten years after we purchase the property, the
City of St. Paul or the St. Paul Sehool District wish to repurchase
the Victoria School site for use as a school or for.2inother civic
purpose, we will agree to 'sell the property back, provided that the
repurchase prfce is sufficient to cover our acquisition and remodeling
costs, and also reflects a reasonabie rate of return on our investment
for the time which we have owned the property.
III. RESTRICTIONS ON SINGLE-FAMILY HOMESITES
If we should decide to sell the northeast portion of the property for
single-family homesites, we will consult with and obtain the approval
of neighbors regarding 'the lot sizes and driveway arrangements (ie.
whether there wi11 be an alley), in order to assure that the n�w
homesites will be compatible with the existing homes in the neighborhoad.

IV. NEIGHBORHOOD INVOLVEMENT
We would be willing to meet on a regular basis with those neighbors
, who support our proposal, in order to obtain your approval of our
plans for the property. The detafls of how the property will be used,
including such. items as exterior building remodeling and location oE
parking facilities, will be worked out in this manner. We would also
be willing to permit this group of neighbors to have final authority
to approve or disapprove our proposal for the property.
Of course, all of our plans for the Victoria School site are
contingent upon our ability to negotiate a purchase agreement and
financing arrangements with the School Board and City of 5t. Paul.
As I mentioned at the Neighborhood meeting last month, Dungarvin, Inc. has
strong ties to the Como Park area. Dungarvin was founded in 1976 by my wfFe,
Diane, and myself in order to develop and operate community-based group homes
to serve mentally retarded persons. Dungarvin's first group home was opened
in March, 1976 at 1086 Como Place. Since then Dungarvin has developed five
additional group homes, and provides professional management services to five�
rtdditional group homes owned by non-profit sponsors. Since 1978 Dungarvin
has ope�ated its main administrative office at 865 Front Avenue. At both of
these locations we have enjoyed an excellent relationship with our neighbors.
