Report Prepared - February 17 , 1983 Public Hearing - August 2, 1983 ADVISABILITY AND DESIRABILITY PROJECT: Improve MISSISSIPPI RIVER BOULEVARD from Cleveland Avenue to Trunk Highway 5 (City Project 83-P-0860) by removing the existing roadway and curb and replacing them, to the same width and alignment, with concrete curb and gutter and bituminous pavement, including boulevard landscaping , ornamental lighting , new drainage facilities, and all incidental construction as needed to complete this project. INITIATING ACTION: This project is Phase I of the improvement of Mississippi River Boulevard from Emerald to Trunk Hiqhway 5. It was initiated by City staff wit� the intent of eliminating one of the poorest roadways in the City, and at the same time develop parkway characteristics in the project area . EXISTING CONDITIONS: Mississippi River Boulevard is a City parkway and residential street. The pavement has deteriorated badly and is potentially unsafe. PROPOSED IMPROVEMENTS: Mississippi River Boulevard will be reconstructed to restrict speed , project a parkway image, and maintain the residential environment quality. The roadway will be reconstructed with concrete curb and gutters, bituminous pavement, and drainage structures. Driveway entrances will be constructed where necessary. The new roadway will maintain the existing width (30' ) and alignment. A pedestrian/bike path will be constructed on the bluff side of the roadway alonq with landscaping and street furnishings. SPECIAL CONSIDERATIONS: This project is the first part of the plan to restore the boulevard ove� its entire length. The Department of Parks and Recreation has developed a proposal for the work to be done and has had extensive meetings with the District Councils and other interested parties.
