The Planning Commission, as part of its statutory authority passed Resolution 83-15 finding the Mississippi River Boulevard Plan consistent with the Comprehensive Plan. The Parks and Recreation Division will shortly be asking the City Council to review and take action on the Plan. Reconstruction of the boulevard should proceed according to the design guide- lines in the Mississippi River Boulevard Plan with the exception that parking should be prohibited on the bluff side of the roadway. 2. Public Works Department monitor the traffic/parking situation along the new roadway and one year after completion of the Highland Parkway to SurrQnit Avenue segment report its evaluation to the Planning Commission. 3. " BACKGROUND ' The Mississippi Boulevard Plan is the result of approximately two years of work by the Parks and Recreation Division design staff and the Misslssippi River Boul- evard Design Committee. The Committee consists of either residents i��ho live on the Plississippi River Boulevard or adjacent to it. Approximately one year ago, the Parks and Recreation design staff completed a first draft which was only partially endorsed by the Mississippi River Boulevard Desian Committee. This . initia�l draft was reviewed by the District 13, 14 and 15 Councils and subsequent to their review, additional work and modifications �vere made to the original draft. The MRB plan which is before the Planninq Cemmission is a second draft and is sup- ported by the �1ississippi River Boulevard uesion Committee. Following Planning Commission action the City Council will hold a public hearing, act on the final plan, and forward it to the P1etropolitan Council Parks and Open Space Commission. . .� . . . , ` ` MEMO . Page two A. Proposed Mississippi ftiver Boulevard Improvements The MRB Plan addresses the current Mississippi River Parkway from Highway 5 on the south to the Saint Paul city limits on the north. The 5z mile parkway is currently in dire need of repair and resurfacing. The roadway condition is potentially unsafe. � The scenic and recreational elements along the parkway such as footpaths, scenic overlooks and benches have deteriorated badly. The � proposed improvements within the plan are based on the overall concept of restoring the Mississippi River Boulevard to a scenic, low speed recreational and residential parkway. Improvement recommendations consist of the following: l . Roadway - The entire existing roadbed will be reconstructed with new paving, curbs, gutters and drainaQe systems. The reconstructed roadbed will typically be 30 feet wide (curb to curb) with current parking con- ditions maintained. The new roadway will generally follow the existing . alignment retaining the location of the present residential curb. 2. Recreational Path - Three types of ped/bike paths are recommended; (1 ) double paths (two combined ped/bike paths, one existing below the bluff, from Highway 5 to Magoffin Ave.) ; (2) separated ped/.bike path from Magoffin to Highland Parkway; Separated paths are anticipated from Dayton to Pelham Boulevard subject to detail design consider- ations; (3) The balance will be a combined 8 ft. wide ped/bike path. 3. Landscaping - The overall landscaping for the Mississippi River Boulevard is intended to be based on the city's Street Tree Plaster Plan and calls for extensive landscaping improvements to enhance the scenic and natural characteristics of the reconstructed boulevard. 4. Lightinq - New lighting will be installed alona the entire lenath of the Plississippi River Boulevard on the bluff side. The proposed style is the � post and lantern top which is currently found on some portions of the Boulevard. New standards will be reproductions similar to the original post and lantern top. In addition, the plan recommends that taller residential corner liqht standards will be used for lighting locations requirino greater visibility and security such as intersections, park entrances, and scenic overlooks. All lighting will be high pressure sodium. 5. Scenic Overlooks - The MRB Plan recommends that the five existing scenic overlooks will be reorganized to provide safer more efficient use of sPace, and to be aesthetically compatible with the parkway. The number of existing parking spaces will be maintained at each overlook. 6. Street Furnishings - The MRB Plan calls for street furnishings which will be of a style consistent with the character of the boulevard and will include such items as safety bollards, benches , trash recpetables, railings and walls, and other items required for public health, safety and convenience. , . �, : - . �8(��74 MEMO � Page �hree � 7. Signs - The MRB Plan calls for the addition of standard traffic signs such as stop signs, speed limit, crosswalk, etc. In addition, the plan calls for parkway information signs which are part of the .standard sign system which the City of St. Paul has adopted for its parks and recreational areas. . 8. Utilities - The MRB Plan al�so calls for the upgrading of existina utility systems within the parkway roadway if necessary. This would include such items as sanitary sewer, storm sewer, water supply, electrical , telephone and television, gas lines, etc. 9. Bridges and Stone Walls - The MRB Plan calls for the repair or replacement of the numerous covered culverts along the route. It recommends that materials that are used should be aesthetically compatible with the parkway and reflect the character of the other parkway furnishir�gs. � 10. Marshall/Lake Street Bridge Replacement - Anticipating that reconstruction of the Street bridge will begin in either 1985 or 1986, the �9RB Plan calls � for the close design coordination between its design standards and tfie proposed Marshall/Lake Street bridge. B. Costs The entire parkway reconstruction will cost an estimated 56,949,985 (1983 prices). It is anticipated that except for approximately 5400,000 in County Aid Funds and $1 ,100,000 in Metro Open Space Funds , the primary funding source will be St. Paul Capital Improvement Bonds. C. Schedule � The parkway reconstruction is planned to be a phased project taking 4-5 years to complete. Plans call for the reconstruction to begin at the southern end . of the parkway as early as 1983 with reconstruction of the northernmost segment completed by 1987. ISSUES AND FINDINGS A. Consistency with the Comprehensive Plan The Mississippi River Boulevard Plan is substantially in conformance with the . Comprehensive Plan, as detailed below: 1 . The Plan for Parks and Recreation (ado ted 1979) . This plan clearly identifies t e Mississippi River Bou evar as one of the City's three major parkways and an integral part of the regional trail system designed to provide recreational opportunities for bicyclists, pedestrians, hikers ' and pleasure �motorists. The plan also stipulates that "where possible" there should also be a separate path for bicyclists separated from pedestrians and vehicles. � . ;� MEr�o . Page four 2. A Plan for Bic cles (ado ted 1978) . This plan identifies the Mississippi River Bou evard as a primary ink in the City of St. Paul 's bike system network. The plan recornrnends that the Mississippi River Boulevard be a "low speed, low volume, pleasure-driving scenic route" and recommends two 11 ft. driving lanes and. separate pedestrian and bicycle paths. 3. Mississippi River Corridor Plan (adopted 1979). This plan recommends the � improvement of the Mississippi River Bou ef vard as a reduced speed parkway. It also recommends the development of separated bicycle-pedestrian paths "where physically possible". 4. District 13 Plan (adopted 1978). This plan supports the development of a bicyc e path a onq the Mississippi River Boulevard and also supports the retention of the old green light standards. 5. District 14 Plan (adopted 1979). This plan supports the development of an upgraded bike path a onq t e Mississippi River Boulevard, the addition of a paved walking path along the boulevard, and the retention of the old ornamental type street lightinq standards and their conversion to sodium � vapor. 6. District 15 Plan (adopted 1980) . This district plan recommends that the Mississippi River Boulevard be reconstructed as a parkway rather than as � as a thoroughfare. It also recommends that consideration should be given to reconstruction it as a parkway similar to Minnehaha Parkway in Minne- apolis. This plan further recommends the development of a separate bike path along the Mississippi River Boulevard and its proper separation from sidewalks. 7. Program For Capital Improvements (adopted 1982). The proposed Capital Improvements for the Plississippi River Boulevard plan are not accurately reflected in the latest PROGRAM FOR CAPITAL IMPROVEMENTS (PCI) . Chapter 4.0 of the PCI contains project lists that detail the oper- ating department division's estimated costs and anticipated fundinQ sources for Capital Projects Proaram in 1984 to 1988. The PCI Mississippi River Boulevard restoration costs submitted by the Parks Division were based on estimates generated prior to the completion of the Mississippi River . Boulevard plan. Important Issues of Planning Concern 1 . Combined Recreational Path - Several of the above comprehensive plan elements recommend that a separate bike and pedestrian path system should be constructed along the Mississippi River Boulevard. The MRB Plan calls for a combined 8 ft. wide pedestrian bike path and a separated system where �ace allows the separation. k�hile the i;hree District Plans and the Bicycle Plan call for .the clear separation of bike and pedestrian paths, the Parks and Recreation Plan and the River Corridor plan indicate such separation should be achieved "where possible". A separated system is safer both from a pedestrian and bicycle users standpoint and is the preferred alternative. However, the P1ississippi River Boulevard desiqn must deal with the constraint of limited space between the road►,►a,y and the river bluff, and secondly with the overall objective of maintaininq the scenic qualities of the � parkway. While in some situations it may be possible to develop a separated bike and pedestrian path, it �vould be dane so at the expense of paving a si2able portion of the open natural space on the bluff side of the roadway. In light of the natural constraints and the scenic objectives for the parkway, the combined pedestrian and bike path identified for some portions of the boulevard represents a reasonable . compromise. Any possible conflicts betvreen pedestrians and bicycles can be mitigated by careful monitorina of the combined path and the development of separated paths where necessar.V. 2. Traffic/Parking Conflicts - The reconstructed roadway will be 30 ft. wide with parking generally permitted on both sides. This arrangement is workable as long as traffic volumes remain low and little parking occurs on the roadway. Currently, the south end of the parkway from Cleveland Ave. to Hiahway 5 is experiencing heavy traffic volumes of 4575 vehicles per day and spillover parking from the chiropractic school located at Prior and ��RB. Restricting parking to one side of the roadway appears to be necessary in this area. In addition, the reconstructed roadway may generate increased traffic volumes and/or parkinq along various seqments of the boulevard. Traffic volumes and parking alonq the boulevard should be carefully monitored and where necessary, parking should be restricted to one side of the roadway. 3, Citywide Interests -: A=reccurrina question that planning staff faced in reviewing the MRB Plan was whether the design recommendations would have been any different if citywide interests were represented on the , _� . � � �a•, . . � � • ` .. . ' ., • . MEMO Page six Mississippi River• Boulevard design comnittee. The MRB Plan is a commendable product and the effort and diligence of the current committee's membership should be noted. However, the reaional and �citywide significance of the boulevard .and its $6.9 million dollar cost in city, metropolitan and eounty funds sug�ests the � desiqn commit�ee's composition should be altered to reflect a balance between local boulevard residents and citywide interest�. � This issue is� identified because of the additional design work, i .e. Summit Ave./MRB traffic circle, Marshall Lake Street Bridae reconstruction area (Pelham to Dayton), etc. , that remains to be completed and the fact that the MRB Plan recommends further desian committee review of these items. 4. Parkway Improvement - The reconstruction and improvement of the Mississippi River Boulevard has been a long identified need within _ the City's Comprehensive Plan. Repeated attempts in the pas.t to develop an acceptable plan have failed. After two years of effort, the Parks and Recreation Division are to be commended for developing a design plan that effectively and sensitively meets the improvement . needs, enhances the natural and scenic qualities of the area, and has the support of the local residents. Staff Recommendations Staff recommends that the Comprehensive Plannina Committee recommend approval of the following items to the Planning Commission. R• Approve the Mississippi River Boulevard Plan for consistency with the Comprehensive Plan. . B. Request the Parks and Recreation Division to undertake the following actions: 1 . Work with the Public 4lorks Department in monitoring possible traffic/ parking conflicts along the new roadway and identifying those segments where parking should be restricted to one side. 2. Carefully monitor possible conflicts on the combined recreational path between pedestrian and bicycle users and identify those seaments where a separated bike and pedestrian path should be built. 3. Work with the Planninq Commission in establishinc� a revised Mississippi River Design Committee which has a balanced representation between local boulevard residents and citywide interests. 4. I�lork with Planning Staff in updatinq the 1984 Program for Capital Improvements to ref�ect revised cost figures for the Mississippi River Boulevard reconstruction. Histor�cal PerspectNe � Mississippi River Boulevard was conceived by Landscape Architect Horace Cleveland in 1872. It was foreseen b,y Cleveland as part of a "green ribbon" or linear park system running through St. Paul and Minneapolis. Each parkway would connect larger, � more traditional parks , allowing a park visitor to experience many features of the Twin Cities in one park visit. ' St. Paul and Minneapolis eventually carried out the idea and the entire system has become.nationally recognized for its sensitive design and natural beauty. ' Mississippi River Boulevard was always considered a vital link in parkway development. In 1887, Cleveland delivered an address at the State Capitol , speaking about the future Mississippi River Boulevard: � � "No expenditure of money or exercise of engineerinq skill could create such scenes as nature has provided a�ith a lavish hand. . . If preserved and adapted to such purpose by the simple development of its existinn features this region will become more and more valuable with the growth of the City. " ' This is the context in which the boulevard was dev lo d over a eriod of 50 ears. e pe p y The boulevard route as it is known toda,y was completed in 1910. The present street L lights were installed in 1918, and the present asphalt paving was laid in 1924. In 1929 a path was established the entire length of the boulevard, and in 1964 a section of the boulevard from Pelham Blvd. to the Mpls. city limits was reconstructed. � Beyond these improvements only routine maintenance has occurred since 1924. The concerns are: a) Aesthetic continuity in relation to other physical elements in river corridor � b) Auto accessibility from MRB c) Pedestrian accessibility from MRB d) Aesthetic continuity in relation to MRB (ie. replacement of lighting, site furnishings and landscaping which will be consistent with that in the , recommendations of this plan. e) Spatial requirements of MRB (ie. road width, path width, boulevard width, underpass height) ' The final design of the segment of MRB (Dayton to Pelham Boulevard) must conform as closely as possible to the recommendations contained in this plan. Because , there is insufficient information available at this time with regard to the bridqe project's design, it is recomnended that the Mississippi River Boulevard Design Committee be contacted by City staff for further input when the detailed design for this area begins.
