WHEREAS , The Council for the City of St. Paul wishes to
provide Nor-West Cable Communications Partnership (hereinafter
Nor-West ) with the opportunity to respond to M ayor George Latimer ' s
veto message relative to the Council ' s awaxd of a cable communica-
tions franchise to Nor-West ; and
WHEREAS , The Council wishes to have its consultant Kalba Bowen
Associates , Inc . (hereinafter Kalba Bowen ) present for the afa�e-
mentioned presentation; now, therefore , be it
RESOLVED, That Kalba Bowen , in the person of Berge Ayvazian ,
is hereby authorized to appear at and bring such members of his
staff as he deems necessary to the July 27 , 1983 Energy , Environment ,
and Utilities meeting; and , be it further
RESOLVED, That the aforementioned authorization shall consti-
sute an extension of Task 3 as set forth in Kalba Bowen' s Consultant
Proposal dated June 14 , 1982 and incorporated in the City' s contract
with Kalba Bowen; and , be it finally
RESOLVED, That the following procedure shall be in effect at
such Energy Committee meeting:

1 . The meeting will begin with a presentation by �Jor-West,
Continental and Group !� limited to one hour apiece.
2. All three companies will address written questions directly
to members of the Kalba Bowen staff and to the City's Cable
Comnunications officer pertaining to the Kalba Bowen report
on their proposals.
3. City Council members will be able to ask questions of the
Consultant, the Ca61e Comnunications officer and the companies.
4. A special meeting of the St. Paul City Council will be held
on July 29, 1983 at 9:00 A.M. to consider the resolution
vetoed by the Mayor, C.F. 280575, and to conduct balloting
on the St. Paul Cable Franchise and consideration of a
resolution designating a recipient.
