RESOLVED, That the City Council acting pursuant to Section
60. 302 (6) of the Zoning Code, and upon the recommendation of the
Planning Commission, the Council of the City of Saint Paul does
hereby find and determine that because there is uncertainty and
contradiction between the existing zoning maps contained in the
Zoning Code, that the zoning map corrections and clarifications
as recommended by the Planning Commission and which is attached
hereto be and are hereby adopted by the City Council and the proper
administrative officials are hereby directed to make the corrections
on the zaning maps which are made part of the Saint Paul Zoning
Code, in the manner as set forth in the attached recommended changes.

PURPOSE: To eliminate discrepancies which exist in the current official
zoning maps.
PLANNING COMMISSION DECISION: Recommend adoption (unanimous) .

STAFF RECOMMENDATION: Adopt corrections.
No public hearing has been held on this matter since no rezoning of property
is involved.
Dear Sir:
Several discrepancies have been identified in the overlapping pages of the
City's official zoning map. In cases where some rezoning action is on file
which makes City Council determination of proper zoning clear, corrections
can be made administratively.
In the case of the seven discrepancies identified here there has been no
council action since adoption of the maps in which the discrepancies occur.
In each case research has indicated which map page reflects the original
intent of the zoning code and which map page is in error.
The Planning Commission recommends, and staff requests, City Council
adoption of the map corrections as outlined on the pages attached.

WHEREAS, the official zoning map for the City of St. Paul adopted by City Council
Ordinance No. 15881 , consists of 44 overlapping pages ; and
WHEREAS, seven discrepancies have been found in areas which appear .on more than
one map; and
WNEREAS, these discrepancies could cause confusion as to the City's intended zoning
designation for a �particula r area in the future; and
WHEREAS, the correct zoning intended in each area has been determined; and
WHEREAS, Section 60.302(6) of the Zoning �ode states :
, Where unzoned property may exist o r where public right-of-way may be
realigned, or where there is any uncertainty, contradiction, or confliction
as to the intended location of district boundaries shown thereon, inter-
pretation concerning the exact location of the district boundary lines
shall be determined 'by resolution of the City Council upon recommendation
by the Planning Commission. The Commission may hold a public hearing.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission recommends to the City
Council revision of the zoning map to incorporate the following corrections :
l . Correct map 24 to correspond with map 23, changing area at the NW corner
of Ol d Hudson Road and Van Dyke from ES to P-1 .
2. Co rrect map 14 to correspond to maps 13 and 22, expanding the I-1
designated area on the north side of E, 7th between Maria and Payne.
3. Add missing line on map 15 to correspond to map 14 to indicate the
boundary between the RM-2 and R-4 districts north of the Duluth Play-
ground from Duluth to Burlington Northern Railroad.
4, Reverse the RT-1 and RM-2 zoning designations on map 42 on the north sidp
of Youngman from Alton westerly�to the ,cul -de-�ac. With this change,
map 42 will correspond to map 41 and to the 1 ,000 scal e zoning map. -
� 5. Correct map 37 to correspond to map 29 showing RM-2 zoning for property
at the SE corner of Robert and Colorado.

DISCREPANCY:
The northwest corner of Old Hudson Road and Van Dyke is zoned P-1 on map 23'
and ES on map 24. .
RECOMMENDED CORRECTION:
Correct map 24 to correspond with map 23.
FINDINGS:
1 . The property in question is a parking lot for Ramada Inn beinq legally
described as "Lot 4, Block 5, Hudson Road Gardens." -
2. The 1975 zoning map shows the property as zoned P-1 on map 23 and RM-2 on
map 24.
3. The 1 ,000-scale zoning map corresponds to map 23.
4. A Special Condition Use Permit was issued November 1975 for a 58-car parking
lot.
5. A variance was granted November 1981 for a 50-car parking lot.

Correct map 14 to correspond to maps 13 and 22.
FINDINGS:
1 . The property in question is owned by Nobles Industry and is legally
described as "Al1 of vacated 8th Street accruing, lying southwesterly of
extended northeasterly line of Lot 14, Block 2 and vacated Hoffman Avenue
accruing and Lots 9 thru 14, Block 2, Auditor's Subdivision No. 73."
The lines on maps 13 and 22 correspond to the above legal description.
2. The 1975 zoning maps indicate the same as our present zoning maps . The
discrepancy apparently originated with the maps prepared for the new code
in 1975.
3. The 1 ,000-scale zoning map corresponds to maps 13 and 22.

On the north side of Youngman from A1ton westerly to the cul-de-sac:
(1 ) An area zoned RM-2 on map 41 is zoned RT-1 on map 42; and (2) an area zoned
RM-2 on map 42 is zoned RT-1 on the 1 ,000-scale zoning map.
RECOMMENDED CORRECTION:
Reverse the RT-1 and RM-2 zoning designations on map 42 to correspond to the
1 ,OOQ-scale zoning map. .
FINDINGS:
1 . The property zoned RT-1 on map 42 is legally described as "Lots 20 through 31 ,
Block 5, Youngman and Larrun's Road Addition," and appears on the 1975 zoning
map as being zoned RM-2.
2. The property zoned RM-2 on map 42 is legally described as "Lots 32 through 39,
Block 5, Youngman and Lamm's Road Addition;' and according to City Council
Ordinance No. 16104, was rezoned from R-4 to RT-1 November 2, 1976.
3. On the 1 ,000-scale zoning map the zoning designations referred to are reversed
from what is shown on map 42.

FINDINGS:
� l . The property in question is owned by the Girl Scout Council of St. Croix
Valley and 'is legally described as, "Subject to easements and the Morth
part of vacated Delos Street the following: the West 28 feet of� Lots 9
and 10 and except part deeded for walk, Lot 5 and all of Lots 1 , 2, 3
and 4, Block 21 , �dest St. Paul Blocks 1 through 99. "
2. HRA rezoned this property in May 1973 from "B" Residence and Commercial to
"C" Residence for the purpose of constructing multi-family dwel.lings .
3. A Determination of Similar Use Permit was aranted in October 1977 to
allow construction of a program center and Girl Scout headquarters in a
multi-family residential district. Staff report at that time referred
�to the property in question as being zoned RM-2.
4. The 1975 zoning maps correspond to our present zoninq maps .
5. Map 29 is the primary map which shows the entire district and indicates -
the property is zoned RM-2. _
6. The 1 ,000 scale zoning map shows the parcel as zoned RM-2.

The southeast corner of Summit and Dale is zoned RM-1 on map 19 and RM-2 on
maps 20 and 27. The 1 ,000-scale zoning map indicates the property is zoned RM-2.
RECOMMENDED CORRECTION:
Correct map 19 to correspond with maps 20 and 27.
FINDINGS:
1 . The legal description of the property is "Lots 8, 9 and 10, Block 4, Terrace
Park Addition and Lots 1 through 6, Summit Avenue Terrace Addition."
2. The 1975 zoning maps show the property as zoned RM-2 on maps 19 and 20, the
primary maps which show the entire district. On map 27 there is no designat�on.
3. RM-2 is the most appropriate zoning for the develooment which exists on the
site and there is nothing to indicate that RM-1 zoning was ever considered.
4. A variance case, October 1982, concerning the property refers to the area as
being zoned RM-2.

� Smith between I�lyoming and Winona. Map 36 places the boundary line between the
RM-1 zone and B-1 zone, 2 lots north of Wyominq, and map 37 shows it as 3 lots
north of Wyoming.
RECOMMENDED CORRECTION:
Correct map 37 to correspond to map 36.
FINDINGS: �
1 . The 1975 zoning maps have the same discrepancy.
2. The 1 ,000-scale zoning map places the boundary line 3 lots north of Wyoming.
3. Single family dwellings currently exist on the third lots to the north of
4Jyoming. On the west side of Smith the lot is described as "Lot 5,
Block 55, Dawson's Re. of Block 55 of Banning and Oliver's Addition;" and
on the east side of the street the lot beinq described as "Lot ll , 61ock 52,
Lawton Brothers ' Addition. "
4. The 1971 Proposed Land Use and Rezoning Map suggests the 2 lots on the
-northeast corner and the 2 lots on the southwest corner be zoned B-1 .
5. There is no evidence that expansion of the B-1 area to include the extra
lots currently in residential use was ever considered. The expanded area
appears to be a mistake in map preparation. �

PURPOSE: To eliminate discrepancies which exist in the current official
zoning maps.
PLANNING COMMISSION DECISION: Recommend adoption (unanimous) .
ZONING COMMITTEE RECOMP�ENDATION: Adopt corrections (unanimous) .
STAFF RECOMMENDATION: Adopt corrections.
No public hearing has been held on this matter since no rezoning of property
is involved.
Dear Sir:
Several discrepancies have been identified in the overlapping pages of the
City's official zoning map. In cases where some rezoning action is on file
which makes City Council determination of proper zoning clear, corrections
can be made administratively.
In the case of the seven discrepancies identified here there has been no
council action since adoption of the maps in which the discrepancies occur.
In each case research has indicated which map page reflects the original
intent of the zoning code and which map page is in error.
The Planning Commission recommends, and staff requests, City Council
adoption of the map corrections as outlined on the pages attached.

WHEREAS, the official zoning map for the City of St. Paul adopted by City Council
Ordinance No. 15881 , consists of 44 overlapping pages; and
WHEREAS, seven discrepancies have been found in areas which appear on more than
one map; and
WHEREAS, these discrepancies could cause confusion as to the City's intended zoning
designation for a particular area in the future; and
WHEREAS, the correct zoning intended in each area has been determined; and
WHEREAS, Section 60.302(6) of the Zoning Code states :
Where unzoned property may exist o r where public right-of-way may be
realigned, or where there is any uncertainty, contradiction, or confliction
as to the intended location of district boundaries shown thereon, inter-
pretation concerning the exact location of the district boundary lines
shall be determined �by resolution of the City Council upon recommendation
by the Planning Commission. The Commission may hold a public hearing.
NO'rJ, THEREFORE, BE IT RESOLVED that the Planning Commission recommends to the City
Council revision of the zoning map to incorporate the following corrections :
1 . Co rrect map 24 to co rrespond with map 23, changing a rea at the NW corner
of Old Hudson Road and Van Dyke from ES to P-1 .
2. Correct map 14 to correspond to maps 13 and 22, expanding the I-1
designated area on the north side of E. 7th between Maria and Payne.
3. Add missing line on map 15 to correspond to map 14 to indicate the
boundary between the RM-2 and R-4 districts north of the Duluth Play-
ground from Duluth to Burlington Northern Railroad.
4. Reverse the RT-1 and RM-2 zoning designations on map 42 on the north side
of Youngman from Alton westerly.to the cul -de-�ac. With this change,
map 42 will correspond to map �ll and to the 1 ,000 scal e zoning map.
� 5. Correct map 37 to correspond to map 29 showing RM-2 zoning for property
at the SE corner of Robert and Colorado.

FINDINGS:
1 . The property in question is a parking lot for Ramada Inn beinq legally
described as "Lot 4, Block 5, Hudson Road Gardens."
2. The 1975 zoning map shows the property as zoned P-1 on map 23 and RM-2 on
map 24.
3. The 1 ,000-scale zoning map corresponds to map 23.
4. A Special Condition Use Permit was issued November 1975 for a 58-car parking
lot.
5. A variance was granted November 1981 for a 50-car parking lot.

DISCREPANCY:
North side of E. Seventh between Maria and Payne. Maps 13 and 22 show a larger
area zoned I-1 than map 14.
RECOMMEPJDED CORRECTION:
Correct map 14 to correspond to maps 13 and 22.
FINDINGS:
1 . The property in question is owned by Nobles Industry and is legally
described as "All of vacated 8th Street accruing, lying southwesterly of
extended northeasterly line of Lot 14, Block 2 and vacated Hoffman Avenue
accruing and Lots 9 thru 14, Block 2, Auditor's Subdivision No. 73," ,
The lines on maps 13 and 22 correspond to the above legal description.
2. The 1975 zoning maps indicate the same as our present zoning maps. The
discrepancy apparently originated with the maps prepared for the new code
in 1975. '
3. The 1 ,000-scale zoning map corresponds to maps 13 and 22.

DISCREPANCY: •
On the north side of Youngman from Alton westerly to the cul-de-sac:
(1 ) An area zoned RM-2 on map 41 is zoned RT-1 on map 42; and (2) an area .zoned
RM-2 on map 42 is zoned RT-1 on the 1 ,000-scale zoning map.
RECOMMENDED CORRECTION:
Reverse the RT-1 and RM-2 zoning designations on map 42 to correspond to the
1 ,000-scale zoning map.
FINDINGS:
1 . The property zoned RT-1 on map 42 is legally described as "Lots 20 through 31 ,
Block 5, Youngman and Lamm's Road Addition," and appears on the 1975 zoning
map as being zoned RM-2.
2. The property zoned RM-2 on map 42 is legally described as "Lots 32 through 39,
Block 5, Youngman and Lamm's Road Addition," and according to City Council
Ordinance No. 16104, was rezoned from R-4 to RT-1 November 2, 1976.
3. On the 1 ,000-scale zoning map the zoning designations referred to are reversed
from what is shown on map 42. -

DISCREPANCY:
The southeast corner of Robert and Colorado is zoned RM-2 on map 29 and RM-1
on map 37.
RECOMMENDED CORRECTION:
Correct map 37 to correspond to map 29.
FINDINGS:
1 . The property in question is owned by the Girl Scout Council of St. Croix
Valley and is legally described as, "Subject to easements and the North
part of vacated Delos Street the fol1owing: the West 28 feet of Lots 9
and 10 and except part deeded for walk, Lot 5 and all of Lots 1 , 2, 3 .
and 4, Block 21 , West St. Paul Blocks l through 99."
2. HRA rezoned this property in May 1973 from "B" Residence and Commercial to
"C" Residence for the purpose of constructing multi-family dwellings.
3. A Determination of Similar Use Permit was Qranted in October 1977 to
allow construction of a program center and Girl Scout headquarters in a
multi-family residential district. Staff report at that time referred
to the property in question as being zoned RM-2.
4. The 1975 zoning maps correspond to our present zoning maps.
5. Map 29 is the primary map which shows the entire district and indicates
the property is zoned RM-2.
6. The 1 ,000 scale zoning map shows the parcel as zoned RM-2.

The southeast corner of Summit and Dale is zoned RM-1 on map 19 and RM-2 on
maps 20 and 27. The 1 ,000-scale zoning map indicates the property is zoned RM-2.
RECOMMENDED CORRECTION:
Correct map 19 to correspond with maps 20 and 27.
FINDINGS:
1 . The legal description of the property is "Lots 8, 9 and 10, Block 4, Terrace
Park Addition and Lots 1 through 6, Summit Avenue Terrace Addition."
2. The 1975 zoning maps show the property as zoned RM-2 on maps 19 and 20, the
primary maps which show the entire district. "On map 27 there is no designation.
3. RM-2 is the most appropriate zoning for the development which exists on the
site and there is nothing to indicate that RM-1 zoning was ever considered.
4. A variance case,October 1982, concerning the property refers to the area as
being zoned RM-2.

DISCREPANCY:
Smith between Wyoming and Winona. Map 36 places the boundary line between the
RM-1 zone and B-1 zone, 2 lots north of Wyoming, and map 37 shows it as 3 lots
north of Wyoming.
RECOMMENDED CORRECTION: �
Correct map 37 to correspond to map 36,
FINDINGS:
1 . The 1975 zoning maps have the same discrepancy.
2. The 1 ,000-scale zoning map places the boundary line 3 lots north of Wyoming. .
3. Single family dwellings currently exist on the third lots to the north of
4Jyoming. On the west side of Smith the lot is� described as "Lot 5,
Block 55, Dawson's Re. of Block 55 of Banning and Oliver's Addition;" and
on the east side of the street the lot being described as "Lot 11 , Block 52,
Lawton Brothers' Addition."
4. The 1971 Proposed Land Use and Rezoning Map suggests the 2 lots on the
northeast corner and the 2 lots on the southwest corner be zoned 6-1 .
5. There is no evidence that expansion of the B-1 area to include the extra
lots currently in residential use was ever considered. The expanded area
appears to be a mistake in map preparation.

PURPOSE: To eliminate discrepancies which exist in the current official
zoning maps.
PLANNING COMMISSION DECISION: Recommend adoption (unanimous) .
ZONING �COMMITTEE RECOMMENDATION: Adopt corrections (unanimous) .
STAFF RECOMMENDATION: Adopt corrections.
No public hearing has been held on this matter since no rezoning of property
is involved. ,
Dear Sir:
Several discrepancies have been identified in the overlapping pages of the
City's official zoning map. In cases where some rezoning action is on file
which makes City Council determination of proper zoning clear, corrections
can be made administratively.
In the case of the seven discrepancies identified here there has been no
council action since adoption of the maps in which the discrepancies occur.
In each case research has indicated which map page reflects the original
intent of the zoning code and which map page is in error.
The Planning Commission recommends, and staff requests, City Council
adoption of the map corrections as outlined on the pages attached.
