00-254ORIGINAL Presented By Referred To Council File # �� - o�s� Green Sheet a 1 p2668 RESOLUTION OF SAIN� PAUL, MINNESOTA g Committee: Date WHEREAS,the sewer system has approached an age where the City has initiated a systematic approach to sewer rehabilitation and has wncentrated on rehabilitaring aging sewers with excessive inflow and infiltration of rain and groundwater; and 4 WIIEREAS, the State of Minnesota, through its Public Facilities Authority, administers a revolving loan program to finance these 5 projects at below mazket rates. 6 3 9 10 11 12 13 14 15 16 17 Now, therefore be it RESOLVED, by the City of Saint Paul that the City authorizes the Department of Public Works to apply for an $8.965 million loan from the State's Public Faciliries Authority; and Be it FURTHER RESOLVED, that the City of Saint Paul act as legal sponsor for projects contained in the loan application and that the D'uector of Public Works, or his designee, is hereby authorized to apply to the Departrnent of Trade and Economic Development for funding of this project on behalf of the City of Saint Paul; and Be it FURTHER RESOLVED, that the City of Saint Paul has the legal authority to apply for financial assistance and the institutional, managerial and financiai capability to ensure adequate consh operation, maintenance of the proposed projects for their design life; and 18 Be it FURTHER RESOLVED, ThaY Saint Paul has not violated any Federal, State or Local laws pertaining to fraud, bribery, 19 grafr, kickbacks, collusion, conflict of interest or other unlawful or corrupt paactice; and 20 21 Be i�FINALLY RESOLVED, that upon approval of iu applicaUOn by the state, the City of Saint Paul may enter into an 22 agreement with the State of Minnesota for the above referenced projects and that the City of Saint Paul certifies that it will comply 23 with all applicable laws and regulaUOns as stated on all contract agreements and described on the Compliance Checklist of the 24 loaq application. The initial stages of the Sewer Rehabilitation Program aze directed towazd aging sewers with excessive inflow and infiltration of rain and goundwater and the subsequent removal of combined sewer overtlow regulators. This type of work qualifies for PFA loans. ADVAMAGES IF APPIiOVED: If approved, Public Works will continue to rehabilitate aging sewers and elunutate sources of inflow and infiltration. In addition, loans from the State's Public Finance Authority aze below mazket rates.
