RESOLVED, By the City Council of the City of St. Paul that
Chapter 30 , Laws of Minnesota for 1983 , entitled
relating to the city of St.Paul; regulating appeals,
hearings, and procedure s concerning the Human Rights
Commission; amending Laws 1965, chapter 866 , section l.
a certified copy of which is filed herewith, shall be and
said Act hereby is in all things approved; and, be it
FURTHER RESOLVED, That the City Clerk as the chief clerical
officer of the Council of the City of St. Paul shall forthwith
file with the Secretary of State a certificate in form prescribed
by the Attorney General stating the essential facts necessary
to said approval of said Act hereunder and including a copy
of this Resolution of approval of said Act.

7 Section 1: Laws I965�, chapter 866, section 1, is amen��d
8 to read:
9 Section 1. [ST. PAUL, CITY OE'; CIVIL RIGciTS. j
10 Any anti-discrimination commission established by an
11 ordinar.ce of the city of St. Paul shall, in addition to all
12 powers now contained in said ordinance be qranted the power and
13 authority to provide that any complainant, responden.t, or other
1� person aggrieved by any order of the St. Paul human and civil
15 ri5hts commission may obtain judicial review thereof, and the
lo commission may obtain an order of court for the enforcement of
17 its orders in a proceeding as provided in this s�ction_ Such
18 proceeding shall be brought in the district co�:rt of the state
19 within any county wherein the unlawful discriminatory practice
20 which is the subject of the commission' s order occurs or wherein
21 any person recruired in the order to cease ar_d desist from an
22 unlawful discriminatory practice or to take other affirmative
23 action resides or transacts business. Such procee�ings snail be
2� initiated by the filing of a petition in such court, togethe�
2� witn a written transcript of the record upon the hearing before

3 the court sha11 have jurisdiction of the proceeding and of the
4 questions determined therein, and shall have power to grant such
5 temporary relief or restrainir.g order as it desms just 4n�
6 proper, and to make and en�er upon the pleadings, testimony, an.d
7 proceedings set forth in such trar.script an order enforcing,
8 modifying, and enforcing as so modified, or setting aside in

12 Any party may move the court to remit the case to the commission
13 in the interests of justice for the purpose of adducinq
14 additional specified and material evidence and seeking findings
15 thereon, provided he shows reasonable grounds for the failure to
16 ac�ducn: such evidence before the commission. Al1 such
17_ proceedings shall be heard and determined ,by the court and by
` 18, _ any appellate court as expeditiously as nossible and with lawfui
19 precedence over other matters . Th� jurisdiction of the dis��ict
20 court shall be exclusive and its judgment and order shall be
21 final, subject ta review by the supreme court in the same manner
22 and form and with the same effect as provided in the rules of
23 civil procedures for appeals from a final order in a special
24 proceeding. The commission' s copy of the testimony shall be
25 available at all reasonable times to all parties for examination
2o without cost and for the pu=poses of judicial review of the
27 order of the commission. The f�ndings of facts by the
