Ms. Schnarr stated these aze older buildings with original doors. Mike Urmann reported the Fire Department has no objections to a vaziance. Gerry Strathman granted a variance on the nonconforming doors with the following conditions: 1) when the nonconforming doors need to be replaced, they will be replaced with conforming fire rated doors, 2) the building must otherwise be in compliance. Ms. Schnarr added that a construction company told her that the doors are 20 minute fire rated doors. 622 Grand Avenue Terry Skally appeazed to request a variance on the requirement to provide fire rated doors. Gerry Strathman denied the appeal. 130 Seventh Street East Brian Field, Frauenshuh Companies, appeared and stated Frauenshuh Companies is the managing agent for the building. The building was sold in Apri11999. This appeal involves a rainleaderissue. Gerry Strathman stated he remembers this issue from sometime in the past. Mr. Field responded his records indicate 1996, and a three year ea�tension was granted at the time. Mr. Field stated he was unaware of the previous appeal, the existence of the vaziance, and the need to change what they haue. The previous owner's desire was to sell the building and they did not inform the new owner about the appeal. Mr. Field received a call about ttus issue about a month after the variance had expired. He found a file that had been maintained in the building regarding this issue. They have not had much time to study the separation wark. However, Mr. Field understands that the City is bound to make these separations regardless of the cost benefit aspect of it. The new owner in Sante Fe, New Mexico understands that it has to be done. They haue funds committed on other renovations and repairs. They are prepared to put this in the budget and get it accomplished in the next five years. Karl7ohnson stated five years is too long. Other methods of disconnection could be explored. In 1996, the issue came up of connecting to the eacisting system in a stairwell to tie into another portion of the building system that is already disconnected. The only portion of the building that is not disconnected is the lower roof secUon on the corner of Robert and Seventh. ao-�.�.o PROPERTY CODE ENFORCEMFsNT NO"I'ES OF 3-7-00 Page 3 Everything he read would still be $30,000 to $40,000 in cost, stated Mr. Field. Mr. Jol�nson responded the bulk of the bids in 1996 was the acival connection to the storm sewer in front of the building on Robert Street. He suggested exploring with an engineer or a plumber the possibiliTy of connecting to the remainiug building that is already separated. Mr. Field asked was this brought up the last time. NIr. Johnson responded the previous owner brought it up, but they were looking for time aud more options. There is an inclination for an owner to pass these costs onto the nea�t owner, stated Mr. Strathman. He is unwilling to add an additional five yeazs, especially since the previous owner used up three yeazs. There are instances where he has granted an eatension of five yeazs total; therefore, an additional two years on this property is the limit he is prepared to go. The variance expired the end of 1499. Mr. Field responded they were not notified of the vaziance until February 2000. He will tell the new owner that the old owne� did nothing and that will count against their overall time frame. Mr. Field requested help in looking into other ways to connect to the sewer. Mr. Johnson responded he will provide permits and such, but Mr. Field will need a licensed engineer to do the calculations. Gerry Strathman denied the appeal. 130 Seventh Street East Brian Field, Frauenshuh Companies, appeared and stated Frauenshuh Companies is the managing agent for the building. The building was sold in Apri11999. This appeal involves a rainleaderissue. Gerry Strathman stated he remembers this issue from sometime in the past. Mr. Field responded his records indicate 1996, and a three year ea�tension was granted at the time. Mr. Field stated he was unaware of the previous appeal, the existence of the vaziance, and the need to change what they haue. The previous owner's desire was to sell the building and they did not inform the new owner about the appeal. Mr. Field received a call about ttus issue about a month after the variance had expired. He found a file that had been maintained in the building regarding this issue. They have not had much time to study the separation wark. However, Mr. Field understands that the City is bound to make these separations regardless of the cost benefit aspect of it. The new owner in Sante Fe, New Mexico understands that it has to be done. They haue funds committed on other renovations and repairs. They are prepared to put this in the budget and get it accomplished in the next five years. Karl7ohnson stated five years is too long. Other methods of disconnection could be explored. In 1996, the issue came up of connecting to the eacisting system in a stairwell to tie into another portion of the building system that is already disconnected. Mr. Jol�nson responded the bulk of the bids in 1996 was the acival connection to the storm sewer in front of the building on Robert Street. He suggested exploring with an engineer or a plumber the possibiliTy of connecting to the remainiug building that is already separated. Mr. Field asked was this brought up the last time. NIr. Johnson responded the previous owner brought it up, but they were looking for time aud more options. There is an inclination for an owner to pass these costs onto the nea�t owner, stated Mr. Strathman. He is unwilling to add an additional five yeazs, especially since the previous owner used up three yeazs. There are instances where he has granted an eatension of five yeazs total; therefore, an additional two years on this property is the limit he is prepared to go. The variance expired the end of 1499. Mr. Field responded they were not notified of the vaziance until February 2000. He will tell the new owner that the old owne� did nothing and that will count against their overall time frame. Mr. Field requested help in looking into other ways to connect to the sewer. Mr. Johnson responded he will provide permits and such, but Mr. Field will need a licensed engineer to do the calculations. Mr. Strathman granted a variance until December 31, 2001, to connect to the storm sewer system. The meeting was adjourned at 1:49 p.m. rrti
