The Office of License, Inspections and Environmental Protection (LIEP) has
recommended adverse action against the licenses held by The American Dream Builders, Inc.,
d/b/a Christine Liquoxs at the above location. This recomxnendation is based on the following
information:
On November 7,1999 an 18-year old female entered the
premises of Christine Liquors at 111 Concord Streef as part of
a compliance check. The young woman asked to purchase a
12-pack of beer, and was able to do so without being asked for
identification or having her age questioned. Sale of alcohol to
an underage person is a violation of Minn. Stat. §340A.SQ3,
subd. 2{1) and Saint Paul Legislative Code §409.08, subd. (2)a.
Since this is considered a first violation, the licensing office wi11 recommend a S500.00 fine,
pursuant to St. Paul Legislative Code §409.26.
At this time you have three options on how to proceed:
1. If you do not dispute the above facts and do not wish to have a public hearing, you will
need to pay the recammended fine for this violation. If this is your choice, you should
make payment directly to the Office of License Inspections and Environmental
Protection, Room 300 Lowry Professional Building, 3�0 Saint Peter Street, Saint Paul,
Minnesota 55102. The letter shouid be directed to Ms. Christine Rozek. Payment of the

fine will be considered to be a waiver of the hearing to which you aze entitled. An
envelope has been provided if this is your choice.

2. Alternatively, if you do not dispute the above facts, but wish to have a public hearing
before the Saint Paul City Council, you will need to send me a letter with a statement
admitting the violation and requesting a hearing by Friday, December 3, 1999. The
matter will then be scheduled before the City Council for a public hearing to determine
what penalty, if any, to impose. You will have an opporhznit�� to appeaz before the
Council and make a statement on your own behalf as to the penalty to be imposed.
If you do dispute the above facts, a hearing will be scheduled before an Administrative
Law Judge. At that hearing both you and the City will be able to appear and present
wimesses, evidence, and cross-examine the other's witnesses. The St. Paul Ciry Council
will ultimately decide the case. Please let me know in writing no later than Friday,
December 3, 1999, how you wish to proceed.
If you have not contacted me by Friday, December 3,1999, I�vill assume that you are not
contesting the facts and will schedule this matter for the St. Paul City Council and have it
placed on the Consent Agenda during which no public discussion is ailowed and the
recommended penalty will be imposed.

On Nov. 7,1999 I and Sgt. Ramstead conducted liquor compliance on several off sale liquor
establishments.
The underage compliance checker identified as 41 had no ID on her person and was given money
by me to make the purchases.
At 6:OSpm we went to Christine Liquors and the compliance checker went in by herself and bought
a 12 pack of Michelob lite long neck bottles. She paid $9.45 for the beer and left the store. At no
time was she asked for ID.
Sgt. Ramstead and myself went in to idenrify the clerk that compliance checker #41 described to us.
He was the owner of the store Michael A. Vanderheyden. b94 Winslow Ave. St.Paul
DOBl0/10/52, license #V536603040780.
We informed Mr. Vanderheyden that he had failed the compliance check and that he would be
receiving a letter from the City Atty. Office. I left him a copy of the waming letter sent Oct.12,99
by Robert Kessler.

The Office of License, Inspections and Environmental Protection (LIEP) has
recommended adverse action against the licenses held by The American Dream Builders, Inc.,
d/b/a Christine Liquoxs at the above location. This recomxnendation is based on the following
information:
On November 7,1999 an 18-year old female entered the
premises of Christine Liquors at 111 Concord Streef as part of
a compliance check. The young woman asked to purchase a
12-pack of beer, and was able to do so without being asked for
identification or having her age questioned. Sale of alcohol to
an underage person is a violation of Minn. Stat. §340A.SQ3,
subd. 2{1) and Saint Paul Legislative Code §409.08, subd. (2)a.
Since this is considered a first violation, the licensing office wi11 recommend a S500.00 fine,
pursuant to St. Paul Legislative Code §409.26.
At this time you have three options on how to proceed:
1. If you do not dispute the above facts and do not wish to have a public hearing, you will
need to pay the recammended fine for this violation. If this is your choice, you should
make payment directly to the Office of License Inspections and Environmental
Protection, Room 300 Lowry Professional Building, 3�0 Saint Peter Street, Saint Paul,
Minnesota 55102. The letter shouid be directed to Ms. Christine Rozek. Payment of the

fine will be considered to be a waiver of the hearing to which you aze entitled. An
envelope has been provided if this is your choice.

2. Alternatively, if you do not dispute the above facts, but wish to have a public hearing
before the Saint Paul City Council, you will need to send me a letter with a statement
admitting the violation and requesting a hearing by Friday, December 3, 1999. The
matter will then be scheduled before the City Council for a public hearing to determine
what penalty, if any, to impose. You will have an opporhznit�� to appeaz before the
Council and make a statement on your own behalf as to the penalty to be imposed.
If you do dispute the above facts, a hearing will be scheduled before an Administrative
Law Judge. At that hearing both you and the City will be able to appear and present
wimesses, evidence, and cross-examine the other's witnesses. The St. Paul Ciry Council
will ultimately decide the case. Please let me know in writing no later than Friday,
December 3, 1999, how you wish to proceed.
If you have not contacted me by Friday, December 3,1999, I�vill assume that you are not
contesting the facts and will schedule this matter for the St. Paul City Council and have it
placed on the Consent Agenda during which no public discussion is ailowed and the
recommended penalty will be imposed.

On Nov. 7,1999 I and Sgt. Ramstead conducted liquor compliance on several off sale liquor
establishments.
The underage compliance checker identified as 41 had no ID on her person and was given money
by me to make the purchases.
At 6:OSpm we went to Christine Liquors and the compliance checker went in by herself and bought
a 12 pack of Michelob lite long neck bottles. She paid $9.45 for the beer and left the store. At no
time was she asked for ID.
Sgt. Ramstead and myself went in to idenrify the clerk that compliance checker #41 described to us.
He was the owner of the store Michael A. Vanderheyden. b94 Winslow Ave. St.Paul
DOBl0/10/52, license #V536603040780.
We informed Mr. Vanderheyden that he had failed the compliance check and that he would be
receiving a letter from the City Atty. Office. I left him a copy of the waming letter sent Oct.12,99
by Robert Kessler.

The Office of License, Inspections and Environmental Protection (LIEP) has
recommended adverse action against the licenses held by The American Dream Builders, Inc.,
d/b/a Christine Liquoxs at the above location. This recomxnendation is based on the following
information:
On November 7,1999 an 18-year old female entered the
premises of Christine Liquors at 111 Concord Streef as part of
a compliance check. The young woman asked to purchase a
12-pack of beer, and was able to do so without being asked for
identification or having her age questioned. Sale of alcohol to
an underage person is a violation of Minn. Stat. §340A.SQ3,
subd. 2{1) and Saint Paul Legislative Code §409.08, subd. (2)a.
Since this is considered a first violation, the licensing office wi11 recommend a S500.00 fine,
pursuant to St. Paul Legislative Code §409.26.
At this time you have three options on how to proceed:
1. If you do not dispute the above facts and do not wish to have a public hearing, you will
need to pay the recammended fine for this violation. If this is your choice, you should
make payment directly to the Office of License Inspections and Environmental
Protection, Room 300 Lowry Professional Building, 3�0 Saint Peter Street, Saint Paul,
Minnesota 55102. The letter shouid be directed to Ms. Christine Rozek. Payment of the

fine will be considered to be a waiver of the hearing to which you aze entitled. An
envelope has been provided if this is your choice.

2. Alternatively, if you do not dispute the above facts, but wish to have a public hearing
before the Saint Paul City Council, you will need to send me a letter with a statement
admitting the violation and requesting a hearing by Friday, December 3, 1999. The
matter will then be scheduled before the City Council for a public hearing to determine
what penalty, if any, to impose. You will have an opporhznit�� to appeaz before the
Council and make a statement on your own behalf as to the penalty to be imposed.
If you do dispute the above facts, a hearing will be scheduled before an Administrative
Law Judge. At that hearing both you and the City will be able to appear and present
wimesses, evidence, and cross-examine the other's witnesses. The St. Paul Ciry Council
will ultimately decide the case. Please let me know in writing no later than Friday,
December 3, 1999, how you wish to proceed.
If you have not contacted me by Friday, December 3,1999, I�vill assume that you are not
contesting the facts and will schedule this matter for the St. Paul City Council and have it
placed on the Consent Agenda during which no public discussion is ailowed and the
recommended penalty will be imposed.

On Nov. 7,1999 I and Sgt. Ramstead conducted liquor compliance on several off sale liquor
establishments.
The underage compliance checker identified as 41 had no ID on her person and was given money
by me to make the purchases.
At 6:OSpm we went to Christine Liquors and the compliance checker went in by herself and bought
a 12 pack of Michelob lite long neck bottles. She paid $9.45 for the beer and left the store. At no
time was she asked for ID.
Sgt. Ramstead and myself went in to idenrify the clerk that compliance checker #41 described to us.
He was the owner of the store Michael A. Vanderheyden. b94 Winslow Ave. St.Paul
DOBl0/10/52, license #V536603040780.
We informed Mr. Vanderheyden that he had failed the compliance check and that he would be
receiving a letter from the City Atty. Office. I left him a copy of the waming letter sent Oct.12,99
by Robert Kessler.
