Co ncil Re lution . . o Presented By Referred To w Committee: Date ��� Z °-� Out of Committee By Date WHEREAS, The Commissioner of the Department of Transportation has prepared a preliminary layout for the improvement of a part of Trunk Highway 61 and 10 within the corporate limits of the City of St. Paul, f rom Burns Ave. to the south corporate limits; and seeks the approval thereof , and WHEREAS , said preliminary layouts are on file in the Office of the Department of Transportation , Saint Paul, Minnesota, being marked, labeled, and identified as Layout No. 1 S.P. 6220-36 (61-10-104) from Burns Avenue to the south corporate limits of St. Paul , and WHEREAS , the St. Paul Department of Public Works , Department of Community Services , District One Community Council and other agencies and organizations have been involved in the design and development of thi s pre limin ary p lan , and WHEREAS, Six public informational meetings have been held to acquaint local residents with the project, and an opportunity for a public hear- ing was afforded, and commitments and changes to the project were made as a direct result of the public involvement, NOW, THEREFORE, BE IT RESOLVED, that the City Council approve said preliminary layouts for the improvement of Trunk Highway 61. Fourth Street St. Paul , Minnesota 55102 In reply refer to: 319 S.P. 6220-36 (TH 61 ) I-494 to Near Burns Avenue Dear Mr. Nygaard: - The Minnesota Department of Transportation has developed a project for the recon- struction of TH 61 in St. Paul from the south Ramsey County line to just north � , of Burns Avenue. The objectives of the project are improvement of traffic safety, extension of the service life of the existing highway and improvement of the roadside environment. The proposed work will consist of the following: 1 . Roadway reconstruction, widening and minor realiqnment to increase median width. � ,_- 2. Construction of inedian barrier where widening is not feasible. 3. Frontage road construction. 4. Relocation and reconstruction of several intersections. 5. Roadway lighting and traffic signals. 6. Construction of a bicycle trail . 7, Landscaping and signing in accordance with Great River Road objectives . 8. Replacement of the Battle Creek bridge. The project has been developed with close cooperation and considerable input from the St. Paul District One Community Council and the City of St. Paul Departments of Public Works, Parks and Recreation, and Planning. The project has location and design approval by the Federal Highway Administration. It has been reviewed by the �4etropolitan Council . Mr. Donald Nygaard December 23, 1981 Page two The Minnesota Environmental Quality Board has also reviewed the project, along with the City of St. Paul Department of Planning, and has indicated that it complies with the Interim Development Regulations for the Mississippi River Corridor Critical Area. In addition, the following agencies and organizations have been involved in the design and development of this project: Army Corps of Engineers U.S. Fish and L+lildlife Service Minnesota Department of Natural Resources Minnesota Pollution Control Agency Metropolitan Transit Commission � Ramsey-l�lashington Metro Watershed District Ramsey County Open Space , St. Paul Port Authority Six public informational meetings have been held to acquaint local residents with the project. Included at these meetings were Mn/DOT personnel and representatives of the City of St. Paul Public Works and Planning, St. Paul District One Community Council , Metropolitan Transit Commission and others. Commitments and changes to the project as a direct result of the public involve- ment are as follows: --- 1 . The location of the major south intersection was changed from the proposed Bailey Road to Carver Avenue. 2, The continuous section of frontage road from Highwood Avenue to Carver Avenue was eliminated from the project. 3. A low level of continuous li�hting was requested by residents and will be incorpora ted into the design. 4. The closure of Highwood Avenue access was given concurrence by the District One Community Council . 5. The approximate locations of bus stops were sug�ested by the District One Community Council . 6. The District One Community Council concurred with the bike trail routing. An opportunity for a public hearing was afforded. The notices were published on September 10, 1980 and October 1 , 1980 with the deadline for requests October 15, 1980. There were no requests for a public hearing. The project is located entirely within the City of St. Paul . Preliminary plan approval from the City is necessary.
