WHEREAS, funds are available through the Urban Park and Recreation Recovery
Program (UPARR) and Public Law 98-8, emergency jobs legislation, and
WHEREAS, the funds are to be spent on rehabilitating existing park and
recreation facilities , and
WHEREAS, the City of Saint Paul desires to rehabilitate and improve the
facilities at Oxford Swimming Pool and Jimmy Lee Recreation Center, and
WHEREAS, the City of Saint Paul is amending its Recovery Action Program (RAP)
to identify these improvements as priority projects , and
WHEREAS, it is estimated that the City match for the program shall not exceed
$100,000, and
WHEREAS, the City of Saint Paul must certify that matching funds are available
at the time of preapplication, and
WHEREAS, upon project approval the City of Saint Paul must enter into formal
grant project agreements wiht the U.S. Department of the Interior for the specific
purpose of rehabilitating Oxford Pool and Jimmy Lee P.ecreation Center.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAINT PAUL:
1 . That proper city officials are authorized to submit a preapplication to the
Department of the Interior for the rehabilitation of the Oxford Pool/Jimmy Lee
Recreation Center complex.
2. That the proper City officals are hereby authorized and directed to execute all
necessary agreements and provid,E all documents needed to secure UPARR grant funds.
3. That up to $100,000 be committed to provide the necessary 30% match in the
event a grant offer is made by the U.S. Department of the Interior.
