280423 WHITE - CITV CLERK �.�,������� Council '' PINK - FINANCE GITY OF SAINT PALTL CANARV - DEPARTMENT BLUE - MAVOR File NO. � , Co cil Resolution , , Presented By Referre To � �� ��N�-C Committee: Date ��� �-3 Out of Committee By Date WHEREAS, On August 11, 1980, the Civil Service Commission held a hearing for the purpose of considering the grievance filed on behalf of the Public Works Laborers concerning the practice of the Department in combining for layoff purposes within the Maintenance ISivision the two job classifications of Unskilled Laborers and Public Works Laborers; and WHEREAS, The City Council has been advised by some of the employees involved in the previous grievance hearing that the Civil Service Commission did not have presented to it all of the relevant facts upon which it could decide whether, in fact, the provisions of section 22 of the Civil Service Regulations pertaining to layoffs were being violated as alleged in the subject grievance; now, tl�ere- fore, be it REvOLVED, That the Council of the City of Saint Paul does hereby request that the Civil Service Commission reopen and reconsider the grievance filed by the Public Works Laborers for the purpose of receivinc�s and considering any new or additional testimony to be submittec� to the end that justice may be done to all the employees concerned; and, be it FURTHER RESOLVED, That the City Clerk shall transmit forthwith a copy of this resolution to the Saint Paul Civil Service Commission. Q,� � 2,Q CITY OF SAIN T PAUL " t9� � ciT� aTroR�u� In the Matter of the Order of Lay Offs Between Public Works Laborers and Unski.11ed Laborers \ The grievance filed by the Public Works Laborers, represented by r John McGinn, Business Agent., Local 132, came on duly for hearing at 9:30 a. m, on Monday, August 11, 1980, in the City Hall and Court House of the City of Saint Paul, Room 356. The Comrriission heard testimony relative to the lay offs of'un�killed laborers and Public Works Laborers and the reasons therefore. Upon all of the files, records and proceedings herein, the Commission make s the following _ F I N D I N G That the present system of combining the total City-wide seniority for Public Works Laborers and Unskilled Laborers, from which combined lists lay offs are made, is in accorda.nce with the Civs Service Ruies, and the � assignments follow the class specifications. Based upon this Finding, the Commission makes the fol?owing O R D. E R The Commission orders that the Public Works Department continue to lay off Unskilled Laborers and Public Works Laborers as they have the last two years. The Director of Personnel of the Personnel Office of the City of St. Paul if hereby directed, through an authorized representative, forthwith to serve . upon John McGinn a copy of this Order.
