The ordinance , which establishes a restricted resi- dentail permit parking area in the vicinity of the St . Paul Campus of the University of Minnesota, was adopted without provision for annual renewal of residential parking permits . From conversations with members of the City Development Committee , I understand that that was an oversight and that the Council intended to grant to the Department of Public Works the authority to set expiration dates for such permits and require their annual renewal. The purposes for these provisions are two: First, to provide greater administrative control over the permits themselves, and secondly to provide for annual funding of the administration of the program. I believe the residential permit parking program concept to be a good one, and ask that you act expeditiously to make this minor technical adjustment.
