WHEREAS, the negotiations for collective bargaining between
the City of Saint Paul and St. Paul Manual and Maintenance Super-
visors ' Association have reached impasse; and
WHEREAS, notice of impasse and request for final positions has
been issued by the Bureau of Mediation Services of the State of
Mtinnesota; and
WHEREAS, said final positions must be submitted in writing to
the Bureau on or before May 24, 1983; now, therefore, be it hereby
RESOLVED, That the attached final positions are hereby approved
by the City of Saint Paul for submission to the Bureau of Mediation
Services.

RE: Letter of Official Notice of Impasse and Request for Final Positions
dated May 9, 1983. Case 83-PN-425-A. In the matter of Saint Paul
Manual and Ma.intenance Supervisors Association and the City of St. Paul.
Dear Mr. Goldberg:
In regards to the official notice of impasse and request for f inal
positions on the six items as listed on your letter dated May 9, 1983, the
iinal positions of the City of St. Paul are as follows:
1. Wage increase of 1983.
The City�s Position. The City's position is that a wage increase
of 7z% be granted across-the-board. This increase to be retroactive
to December 25, 1982.
2. Wage increase of 1984.
The Cit�'s Position. A 4�% wage increase granted across-the-board.
This increase to be effective January 7, 1984.
3. Insurance Provision for 1983.
The City's Position. See attachment number 1.
4. Insurance Provision for 1984.
The City�s Position. See attachment number 2.
5. Vacation Schedule
The City's Position. No change in the current vacation schedule.
See attachment number 3.
6. Severance Pay Provision
The City�s Position. No change in the current severance pay provision.

ARTICLE XVI - INSLRANCE
16.1 The EriPLOYER will continue for the period of this AGREEriENT to provide
for employees such health and life insurance benefits as are provided by
EMPLOYER at the time of execut�on of this AGREEMENT.
16.2 The EMPLOYER will for the period of this AGREEMENT provide for employees
,
who retire after the time of execution of this AGREEMENT and until such
employees reach sixty-five (65) years of age such health insurance benefits
as are provided by the EMPLOYER for such employees and such life insurance
benefits as provided in this article.
16.3 In order to be eligible for the benefits under the early retiree provision,
the employee must:
16.31 Be receiving benefits from a public employee retirement
act at the time of retirement.
16.32 Have severed his relationship with the City of Saint Paul
under one of the early retiree plans.
16.33 Inform the Personnel Office of the City of Saint Paul in
writing within 60 days of employee's early retirement date
that he or she wishes to be eligible for early retiree
insurance benefits.
16.4 Effective August 1,. 1983 for each eligible employee covered by this
AGREEMENT who selects Blue Cross-Blue Shield insurance coverage, the
EMPLOYER agrees to contribute the cost of such coverage or $52.36 per month,
whichever is less. In addition, for each employee who selects B1ue Cross-
Blue Shield dependent's coverage, the EMPLOYER will contribute the cost
of such dependent's coverage or $87.57 per month, whichever is less.
16.5 Effective August 1, 1983 for each eligible employee covered by this
AGREII�IENT who selects Group Health insurance coverage, the EMPLOYER agrees
to contribute the cost of such coverage or $52.36 per month, whichever
is less. In addition, for each employee who selects Group Health dependent's
coverage, the EMPLOYER will contribute the cost of such dependent's
coverage or $87.57 per month, whichever is less.

16.6 Effective August 1, 1983 for: each eligible employee covered by this
AGREEriENT who selects Coordinated Care health insurance coverage, the
Eti1PL0YER agrees to contribute the cost of such coverage or $52.36 per
nonth, whichever is less. In addition, for each employee who selects

Coordinated Care dependent's coverage, the EMPLOYER will contribute the
cost of such dependent's coverage or $87.57 per month, whichever is less.
16.7 Effective August l, 1983 for each eligible employee covered by this
AGREEMENT who selects HMO-Minnesota insurance coverage, the EMPLOYER agrees
to contribute the cost of such coverage or $52.36 per month, whichever is
less. In addition, for each employee who selects the IiMO-Minnesota dependent's
coverage, the EMPLOYER will contribute the cost of such dependent's coverage
or $87.57 per month, whichever is less.
16.8 Effective August l, 1983 for each eligible employee covered by this AGREE-
MEI`'T who selects the SHARE insurance coverage, the EMPLOYER agrees to contri-
bute the cost of such coverage or $52.36 per month, whichever is less. In
addition, for each �mployee who selects the SHARE dependent's coverage, the
EMPLOYER will contribute the cost of such dependent's coverage or $87.57
per month� whichever is less.
16.9 The City agrees to contribute the cost for $5,000 of Life Insurance Coverage
for each employee who is eligible for such coverage or $2.07 per month,
whichever amount is less. Any increase in this Life Insurance premium shall
be paid by the employee.
16. 10 In addition to the $5,000 Life Insurance Coverage in 16.9, the EMPLOYER
agrees to contribute the cost of additional Life Insurance Coverage or $.59 per
thousand dollars of coverage per month, whichever amount is less. The total

amount of Life Insurance Coverage provided under this section and Section 16.9
for each employee shall be equal to the employee's annual salary to the
nearest full thousand dollars. For the purpose of this section, the employee's
annual salary shall be based on the salary as of the beginning of a contraet
period. This contribution shall be paid to the City's Group Health and
Welfare Plan.

16.11 Effective October 1, 1983, the August l, 1983 employer's contribution
toward employee coverage in Articles 16.4 thru 16.8 will be adjusted in
dollars to reflect the total cost of the October 1, 1983 premium rate for

the Group Health coverages. Any increase in the premiums for employee
coverage after September 30, 1984, shall be paid by the employee.
16.12 Effective October 1, 1983, the August 1, 1983 Employer's contribution
toward dependent coverages in Articles 16.4 thru 16.8 will be adjusted in
dollars to reflect the total cost of the October l, 1983 premium rate
for Group Health dependent's coverages. Any increase in the premiuns for
dependent coverage after September 30, 1984, shall be paid by the etaployee.

Severance Pay Ordinance No. 1I490. The amount of Severance Pay allowed
