The attached resolution requests transfer of $15,000 to the
Government Responsiveness Program account. A major component
of the 1983 St . Paul program is to make St . Paul a more
economically self-reliant city.
The $15,000 has been reserved as seed funds required to
implement the Homegrown Economy portion of the self-reliance
program and is now needed to pay for necessary professional
services in working with St . Paul homegrown busine sses in
order to expand the City' s private job base .
In the past six months, staff and David Morris from the
Institute for Local Self-Reliance have been successfully
working with a group of small businesses in an effort to
expand their markets and to place McKnight Foundation sub-
sized workers in the new private-sector job slots. Two
major grant applications have been submitted in order to
provide necessary staff services for this project on an on-
going basis.
As you are aware, St. Paul applied for and received $1.25
million from the McKnight Foundation to place unemployed
St . Paulites in small and growing businesses. The Foundation
funds are directed to subsidizing the initial job placements.
In the meantime a considerable amount of work is required
to assist the small businesses in expanding their operations
based on carefully thought out long-range business plans.
Specifically, David Morris has been working with individual
small St . Paul businesses having an identified potential
for qrowth. Over the past three months he has been reimbursed
for his services through a contract with the Department of
Planning and Economic Development . In July, it is anticipated
that services purchased through the Institute for Local Self-
Reliance will be reimbursed through Community Development funds

as part of the program to focus on jobs creation. Experience
to date has indicated the need for competent and specialized
services in working with the small businesses if they are to
take advantage of growth opportunities.
St. Paul has a successful and enviable business assistance
record. But, the real challenge, for expanding the municipal
tax and job base , is to work on small business development
and creation opportunities. This is difficult and demanding
work. By the end of 1983, the goal is to have established a
fully functional homegrown economy program having a primary
purpose of creatinq local wealth through the development of
those small St . Paul businesses which can have the greatest
long-term economic impact on the city' s future .
