RESOLUTION ENDORSING DEVELOPMENT OF
MOUNDS PARK JUNIOR HIGH SITE, SURPLUS
WHEREAS, SCHOOL PROPERTY
A. That the Board of Independent School District No. 625 declared Mounds Park Junior High
School Site surplus property on August 4,_ 1981, and referred it to the City of Saint
Paul for its response in terms of the City's interest in acquiring the property for
public reuse or private redevelopment.
B. That Department of Planning and Economic Development of the City of Saint Paul (PED)
has been working with the Dayton's Bluff Community in developing a feasible alternative
for the development of Mounds Park Junior High since, June, 1982.
C. That on April 7, 1983, PED received a proposal from Old Harding Place (OHP) , a group
of area residents and professional members establishing a non-profit corporation, which
intends to develop the Mounds Park Junior High site by rehabilitation of the existing
building into community use space for providers of human services with some housing
units.
D. That in order for development of this site to proceed with neighborhood cooperation,
the City o� Saint Paul is willing to work with this group in determining the feasi-
bility of this development.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Saint Paul as follows:
1.) That, OHP's development proposal adheres to the City's Comprehensive Plan and
will assist in adding needed housing units to the City's existing stock, and
is hereby endorsed as an acceptable use.
2.) That, the Department of Planning and Economic Development (PED) under the entity
of HRA is hereby authorized to submit the City's proposal for this site to the
School Board for their acceptance and subsequently proceed to request tentative
development designation by the HRA Board of Commissioners of OHP's proposal.

3.) That, the Department of Planning and Economic Development (PED) under the
authority of the HRA is hereby given authority to execute an agreement
with the School District and OHP to provide for the payment of maintenance
costs by OHP and for the grant of a six-month option on the site to the
City by the School Board.
