CLAIMS AGAINST CITY OF SAINT PAUL BY
EDMOND L. ALFORD; JOY B. WYATT;
DOUGLAS ROLFE SMITH ; and ERIC KRUSE,
JOHN LEHMANN, PAUL FROEHLE, AND
PETER KRONSCHNABEL
Claimant , Edmond L. Alford , requests reimbursement for replacement
of his automobile tire which was damaged when he struck a curb iron
which was protruding from the curb on Cleveland near the alley
between Randolph and James . We had no previous complaints about
this curb iron and after a call by Mr. Alford , the Public Works
Department of the City of Saint Paul removed the curb iorn . This
office approves the settlement of Mr . Alford ' s claim in the amount
of $82 .20 .
Claimant , Joy B. Wyatt , requests reimbursement for expenses she
incurred to repair her automobile after an accident on January 13 ,
1983 at Robert and Concord. The accident was caused by a malfunction
in the traffic signal which showed green for all directions of
traffic . This office approves the settlement of Ms . Wyatt ' s claim
in the amount of $600 . 00.
On October 31 , 1982 , a City of Saint Paul , Department of Police ,
vehicle driven by Officer Dale Kangas backed up and hit a car driven
by claimant , Doug Smith. Mr . Smith ' s car was damaged as a result
of the accident and we settled Mr . Smith ' s claim for $314 . 89 . This
office approves the settlement of Mr. Smith ' s claim in the amount
of $314 . 89.
Claimants , Eric Kruse , John Lehmann , Paul Froehle , and Peter
Kronschnabel , request reimbursement for earning lost during the
State High School Hockey Tournament which took place at the
Saint Paul Civic Center . The claimants had obtained the necessary
licenses needed to sell hockey newspapers during the tournament .
Members of the Saint Paul Police Department and Reserve Officers ,
along with a City license inspector , refused to allow the claimants
to sell their papers and told them that if they did not leave the
premises they would be arrested for peddling. At one point , a
reserve officer arrested Mr . Kronschnabel and placed him in the
back of the squad. After Mr . Kronschnabel explained to the officer
that the matter had been previously discussed with Assistant City
Attorney Paul McCloksey , he was released. This office approves the
settlement of their claim in the amount of $561 . 75 .
