Gentlemen:
As you are aware , the construction of the Lowertown Public Improvement
Project is scheduled to commence shortly . The single most important
element of this project is the new lighting system which will provide
not only the lighting necessary for traffic safety, but also the
"image" we are attempting to achieve for the Lowertown Area. It is
our understanding that this lighting system is significantly beyond
what is normally provided by the City , and therefore, we incur certain
obligations toward the ongoing cost of operation.
The cost of operation which will be borne by the benefiting properties
should be based on the differential between the cost of the new
system less the cost of "typical" downtown area lighting. This would
be most acceptable as it will allow us to provide the area with an
intensified level of lighting in keeping with our desired image, yet
not overly burden the property owners and businessmen in that "typical"
lighting is accounted for in our current tax rates.
The payment of this differential cost would best be handled through
the City via the existing property ta� mechanism on a pro rata basis .
This will allow the operational cost differential to be met in the
same fashion as the capital expenditures, and provide the simplest ,
most direct means of ensuring the continued operation of the
improvements .
As a full Council hearing will be necessary to approve this , we ask
that this correspondence serve as evidence of our understanding of
these obligations and our commitment to the continuing success of
the project .
