RESOLUTION OF THE COUNCIL OF THE CITY OF SAINT PAUL, MINNESOTA
APPROVING AND AUTHORIZING THE FILING OF AN APPLICATION FOR AN
URBAN DEVELOPMENT ACTION GRANT FOR THE NORTH QUADRANT REDEVELOPMENT -
IDEAL SECURITY HARDWARE CORPORATION RELOCATION
WHEREAS, Saint Paul is eligible for federal assistance under the Urban Development
Action Grant Program (UDAG) administered by the U.S. Department of Housing and Urban
Development, and
WHEREAS, the Saint Paul Department of Planning and Economic Development has
prepared a U�AG application for the North Quadrant Redevelopment - Ideal Security
Hardware Corporation Relocation, and
WHEREAS, the required public hearing upon said application has been held; now,
therefore, be it
RESOLVED, that the Council of the City of Saint Paul does hereby approve the
filing of the Application for an Urban Development Action Grant for the North Quadrant
Redevelopment - Ideal Security Hardware Corporation Relocation project and the
activities therein proposed, and be it
FURTHER RESOLVED, that Mayor George Latimer, as Chief Executive Officer of the
City, is hereby authorized and directed to submit the Urban Development Action Grant
Application to the Department of Housing and Urban Development in such form as
prescribed by the regulations of said Department; and be it
FINALLY RESOLVED, that the Mayor, or his designated representatives, are further
authorized to execute and submit to the U.S. Department of Housing and Urban
Development any assurance, certifications, or additional information that may be
required by said Department during their review of the City' s Urban Development
Action Grant and Application for Federal Assistance for the North Quadrant
Redevelopment - Ideaa Security Hardware Corporation Relocation project.

� . NORTH QUADRANT REDEVELOPMENT
� IDEAL SECURITY HARDWARE CORPORATION
The North Quadrant Redevelopment/Ideal Security Hardware Corporation Project consis ts ,
of two pfiases. In the first phase, a major St. Paul manufacturing industry employing �
approximately 250 people wi11 be retai'ned in the City. By acquiring the aging and
inefficient buildings owned by Ideal Security Hardware Corporation in the North
Quadrant at� a cost of approximately $1 .168 million, the City wil� ena6le the firm to
acquire and renovate a larger and more efficient industrial facility within.• the :City
at a cost of approximately $4 miliion. The St. Paul Port Authority will finance the
acquisition� and renovation of the abandoned 240,000 square foot Amoco Engineered
Plastics plant at .45 East Maryland Avenue in St. Paul .
The second phase of the Project consists of a major mixed use redevelopment in the
North Quadrant including 600-800 ownership and rental housing units , a 30,000 square
foot full service grocery store, approximately 20,000 square fieet of service type
retail shops, and associated parking facilities to serve the developments.
Site assembly for the redevelopment will be accomplished by combining two key devel-
opment parcels now owned by t�ie St. Paul HRA wtth the.property acquired from the
Ideal Security Hardware Corporation and additional property to be acquired by the HRA,
the lowertown Redevelopment Corporation, and the dev�lopers of the housing and
commercial developments. Both design potential and available open and amenity space
are enhanced by .the opportunity to vacate a number of internal streets in the North
Quadrant. Total cost of acquisition fot* the approximately 11 acre development is
estimated at $4.4 million.
Total private investment for botb. phases of the Project is estimated at $4Q million.
Of t�ie $4.368 million of UDAG funds , $1 .168 milliQn would be used to acquire the Ideal
Security Hardware Corporation property to ena6le them to relocate in St. Paul ,
$3 million would be used fot^�des.i'gn and cQnstruction of infrastructure, iricluding
uti]i�ty relocat�on, a pedestrianw�y, and open spaces for tF�e mixed use redevelopment,
and $200,000 for the City's administrative costs.
Financing for the balance of site assembly would be provided by the Lowertown Rede-
velopment Corporatton, the housing and commercial developers , and tkie City of St. Paul .
Permanent financing for the commercial and housing developments will be provided
through the St. Pau1 Port Authority, the Housing and Redevelopment Authority, and
private lending institutions .
It is anticipated that the entire redevelopment shall be completed within 4 years .
The. Ideal Security Hardware Corporation development shall be the initial phase and
shall commence in early 1984. Housing deveiopment would occur in approximately equal
stages of 200 units per year with the grocery store and service retail phase to
occur not later than 1987.

food preparation; amending Chapter 331 of the St.
Paul Legislative Gode.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1.
That Section 331.02 of the Saint Paul Legislative Code,
as amended, be and the same is hereby further amended by
adding the following paragraph thereto:

Section 2.
That Section 331.08 of the Saint Paul Legislative Gode,
as amended, be and the same is hereby further amended by
adding the following definitions thereto :
(32) Packaged food service shall mean the sale
of food which is prewrapped or packaged
in its original container.

�33) Mobile food preparation shall mean the
Preparation, packaging, wrapping, handling
and service of food other than in its
original sealed container or package.
Section 3. '
That Chapter 331 of the Saint Paul Legislative Code, as
amended, be and the same is hereby further amended by adding
a new section to read as follows:
331. 44. Special provisions for Class N mobile food
service food establishments.
Subdivision 1 . Class N� food service food establish-
ments sha 1 comply with the requirements of this
chapter except as otheiwise provided in this section.
2'he following regulations shall apply specifically
to Class N food service food establishments.
Subd. 2. Mobile food vehicles and trailers for
packaged food service. The popping, packaging
and sale of popcorn will fall under this section. )
(1 } Walls and ceilings shall be smooth, easily clean-
able, light colored and free of soil catching
projeetions or fasteners.
(2) Floors shall be smooth, easily cleanable and
grease resistant. Carpeting is not allowed.
In addition, the �loor wall junetion shall be
coved and the coving shall not be fastened
with screws.
(3) The interior of the vehicle or trailer shal� :
be lighted with a minimum of 20 foot candles
o� illumination. All lighting shall be
encased in shielding, or shatterproof bulUs
shall be utilized.
(4) All ser�ing windows or ventilation openings
shall be screened with 16 inch wire mesh
screens.
(5) Shelving or counters shall be smooth and
easily cleanable. Shelving or counters
constructed of wood shall be covered with
a plastic laminated material . Painted or
polyurethane coated wood is not acceptable.
Counters shall be seamless and sealed to the
wa11s.

(6) Cabinets shall be smooth and easily cleanable.
The interior of cabinets constructed of wood
shall be covered with a plastic laminated
material.
(7 ) Packaged items which are frozen or require
refrigeration (example: ice cream bars) shall
be stored in refrigeration or freezing equipment
meeting NSF Standard No . '7.
(8) Microwave ovens, when used, shall comply with
h'SF Standard No. 4.
(9) Dry ice may be utilized to maintain packaged
food products in the frozen state. Reusable,
no drip ice packs may be used to refrigerate
packaged food items. Wet ice storage is prohibited.
(10) A hand sink is not required; however, hand wipes
for hands shall be available.
Subd. 3. Mobile food preparation vehicles and trailers.
(1) All mobile food preparation vehicles and trailers
shall comply with the provisions of subdivision- 2, .-
paragraphs (1) through � (8) .
(2) Al1 cooking equipment shall comply with NSF
Standard No . 4.
(3) All readily perishable foods �hall be stored
at 40°F. or below, or 15�°F• or above.
(4) Approved ventilation hoods equipped with removable
� filters shall be installed over equipment where
grease vapors, moisture and smoke are produced.
The hoods sY�all be vpnte� to the exterior of the
vehicle or trailer. The hood shall be equipped
with a motorized exhaust fan.
(5 ) The jTehicle or trailer shall be equipped with a
commercial , two-compartment sink, meeting NSF
Standard No. 2. The sink shall have integral
drainboards on each end. The sink shall have
compartments large enough to submerge the largest
pot, pan, or utensil to be washed and sanitized.
In the event the food preparation only requires
the washing and sanitizing of two or fewer
small serving utensiis, the sink may consist
of a two-compartment, stainless steel domestic
sink, built into an approved service counter.

(6) A properly plumbed hand sink shall be provided.
('7) A water distribution system, dispensing hot and
cold potable running water under pressure is
required. The water distribution system shall.
be connected to all utensil washing sinks and
hand sinks. �
(8) A retention tank for grey water, connected to the
system, shall be provided. The capacity of the
grey water tank shall exceed the capacity of the
potable water tank by 15 percent.
(9) The hand pumping of water for the sinks is prohibited.
(10j Before a potable water tank is used for the
first time and at the beginning of each season
the tank shall be cleaned and sanitized with
chlorine sanitizer 50 ppm for at least one hour
prior to use.
A plastic hose the length to be no longer than
needed for hook-up shall be provided. When not
in use the hose must be stored in an enclosed
vermin proof container and the ends plugged.
(11) Hose used to waste grey water shall not be the
same hose used to fill potable water tank.
(12) All water discharged from the grey water holding
tank shall be dumped at a site approved by the
health officer. Catch basins are not acceptable
dumping sites. Acceptable dumping sites are:
(a) Approved service station.
{b) Approved sewer connection.
8ubd. !t. Human powered mobile carts for packaged
food service.
(1) The body of the cart shall be constructed
of materials which are smooth, easily cleanable
and corrosion resistant. The material shall be
ilon-cracking, non-chip�ing and non-spalling.
The use of wood is prohibited. Al1 seams shall
be sealed.
(2) The cart body shall be covered with an approved
covering or umbrella to protect the cart from
overhead contamination.

(3) The food zones shall comply with NSF Standard
No . 2 regarding food contact surfaces and the
design and construction of food zones (see
Appendix A) .
(4) Drains in the food zone shall drain to an
approved waste water retention tank.
(5) All refrigerated food shall be maintained at
40°F. or below; all frozen items shall be
maintained in the frozen state.
(6) Dry ice may be utilized to maintain packaged
food products in the frozen state. Reusable,
no drip ice packs may be used to refrigerate
packaged food items. Wet ice storage is
prohibited.
(7) A hand sink is not required; however, hand wipes
for hands shall be provided.
(8) The mobile cart shall be returned at least once
every 24 hours to a licensed commissary for
servicing.
(9) A container must be provided on the cart Yor the
st,orage of refuse.
Subd. 5• Human powered mobile carts for mobile food
�reparation.
(1) Human powered mobile carts for mobile faod
pre paration shall comply with the provisions
of subdicision 4, paragraphs (1) through (9} .
(2) All readily perishable hot foods shall be main-
tained at a temperature of 150°F. or higher.
(3) Equipment used to maintain hot food hot
shall be heated by bottled gas heating
equipment. The use of wood, charcoal or
sterno is prohibited.
(4) Condiments shall be provided in individual
packets or from approved dispensing equipment.
The bulk food dispensing equipment shall be
filled, cleaned and sanitized at the commissary.
(5) Properly washed and sanitized utensils (tongs, spnons,
etc. ) shall be used for the serving of food items.
(6) All customer utensils shall be single service uten-
sils and dispensed from approved dispensers.

Subd. 6. Food supplies and preparation.
(1 ) All food in food establishments shall be from
sources approved or considered satisfactory
by the director or his authorized agent,� and
shall be clean, wholesome, properly labeled and
safe for human consumption.
(2) No home prepared foods shall be kept or used
in any food establishment.
(3) Only those potentially hazardous foods requir-
ing limited preparation, such as hamburgers
and frankfurters, which require seasoning and
cooking, shall be prepared or served. The
preparation or service of other potentially
hazardous foods, including pastries filled with
cream or synthetic cream, custards, and similar
products and salads or sandwiches containing
meat, poultry, eggs or fish is prohibited.
This prohibition does not apply, however, to
any potentially hazardous food that has been
prepared and packaged under conditions meeting
the requirements af this chapter, is obtained
in individual servings, is stored at a temperature
of 45°F. or below, or at a temperature of 140°F.
or above, in facilities that meet the requirements
of this chapter, and is served directly in the
unopened container in which it was packaged.
Subd. 7 . Submission of plans. Class N,� food service
food establishments shall comply fully with the
provisions of Section 331.33.

This ordinance shall be deemed a part of the 'Saint Paul
Legislative Code and shall be incorporated therein and given
an appropriate chapter and�or section number at the time of
the next revision of said Legislative Code.
Section 5.
This ordinance shall take effect and be in force 30 days
from and after its passage, approval and publication.
