DEPARTMENT G I T Y O F S A I N T �Ll ll L BWE � MAYOR File N�. . s Cou ci e olution Presented By � Referred To Committee: Date Out of Committee By Date VNHEREAS, the City of Saint Paul has been a recipient of federal Community Development Block Grant (CDBG) funds since the adoption of the Housing and Community Development Act of 1974 and its aiginal funding authorizatim in FY1975; and WHEREAS, the City's CDBG Program has strongly supported the primary objective of the Act, i.e., to develop viable urban communities by providing decent housing and a suitable living environment, and expanding economic opportunities, principally for persons of low and moderate income; and WHEREAS, the City's CDBG Program has been developed in accordance with the goals and objectives of the Saint Paul Comprehensive Plan and the Saint Paul Capital Allocation Policy, both of which strongly support the primary objective of the Act; and WHEREAS, the City has allocated its CDBG funds so as to give maximum feasible priaity to activities which benefit low and malerate income residents, and such activities have substantially improved the housing, neighborhoods, and economic opportunities for such residents; and WHEREAS, as part of its New Federalism proposal, the Reagan Administration has recently submitted to Congress the Local Fiscal Assistance Block Grant Act of 1983; and WHEREAS, such Act, if adopted, would consolidate the Community Development Block Grant (entitlement portion) and General Revenue Sharing programs into a single federal-local block grant, with funding authorized at respective FY1983 levels for the next five years. Local governments would have the option of shifting up to 20% of their CDBG allocation each year into their General Revenue Sharing allocati�.
