VNHEREAS, the City of Saint Paul has been a recipient of federal Community
Development Block Grant (CDBG) funds since the adoption of the Housing and Community
Development Act of 1974 and its aiginal funding authorizatim in FY1975; and
WHEREAS, the City's CDBG Program has strongly supported the primary objective of
the Act, i.e., to develop viable urban communities by providing decent housing and a suitable
living environment, and expanding economic opportunities, principally for persons of low and
moderate income; and
WHEREAS, the City's CDBG Program has been developed in accordance with the goals
and objectives of the Saint Paul Comprehensive Plan and the Saint Paul Capital Allocation
Policy, both of which strongly support the primary objective of the Act; and
WHEREAS, the City has allocated its CDBG funds so as to give maximum feasible
priaity to activities which benefit low and malerate income residents, and such activities
have substantially improved the housing, neighborhoods, and economic opportunities for such
residents; and
WHEREAS, as part of its New Federalism proposal, the Reagan Administration has
recently submitted to Congress the Local Fiscal Assistance Block Grant Act of 1983; and
WHEREAS, such Act, if adopted, would consolidate the Community Development
Block Grant (entitlement portion) and General Revenue Sharing programs into a single
federal-local block grant, with funding authorized at respective FY1983 levels for the next
five years. Local governments would have the option of shifting up to 20% of their CDBG
allocation each year into their General Revenue Sharing allocati�. As the funds are moved,
they would be freed from current CDBG program requirements, such as targeting benefits to
low and moderate income people; and

WHEREAS, although the City recognized that the proposed consolidation would give
local governments more discretion in using federal funds, it firmly believes that the
consolidation of the CDBG and General Revenue Sharing Programs will undermine the CDBG
Program's national objective of principally benefiting low and moderate income persons; and
WHEREAS, at a time of reduced intergovernmental revenues and limited local fiscal
resources, there will be great pressure to use CDBG funds as a source of general revenue
rather than the statutory purposes f or which it was intended; and
VNHEREAS, such action would substantially weaken the City's vital community
development activities, especially to the detriment of its low and moderate income
residents; now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul strongly supports the
preservation and reauthorization of the Community Development Block Grant and General
Revenue Sharing Programs as two separate and worthy programs; and be it
FURTHER RESOLVED, that �opies of this Resolution be transmitted to the members
of the Minnesota congressional delegation, and to the appropriate federal officials in the
Reagan Administration and the U.S. Department of Housing and Urban Development.
