WHEREA5, it appears that as of March 23, 1983 the last record owner and other parties of interest of said building are as follows: Fee Owner is Joanne Sinn, 1167 E. Geranium Avenue, St. Paul, MN. As of January 9, 1979 Northwestern State Bank was the mortgagee in the amount of $43,800.00 . Ass��ned to Banco Mortgage Company on January 9 , 1979 . Assigned to Federal National Mortgage on May 3, 1979 . There are no other mortgages or liens of record. The subject property is unsecure--not boarded; 2. This building is severely fire damaged; 3. The studs are exposed on the south wall and these studs are severely burned; 4. The garage door is off of the track; 5. The wood is burned through; 6. Roof rafters and sheathing are badly charred, expecially the rear two-third; 7. The conditions outlined above constitute a public hazard; 8 . The owner has made no attempt to satisfactorily repair the damage; 9. The continued vacant and boarded-up condition contributes a blighting influence on the neighborhood; now, therefore, be it, RESOLVED, That in accordance with Minnesota Statutes Section 463. 15 through 463. 25 , and based upon the foregoing findings of the City Council, the Council of the City of Saint Paul does hereby make the following Order: ORDER 1. The owner of the above described building shall make the same safe and not detrimental to the public peace, health, safety and wel- fare by having the said building razed and the materials therefrom re- moved from the premises within thirty (30) days from the date of the service of this Order; 2. In the event that the building is to be razed by the City of Saint Paul pursuant to judgment of the District Court, all personal property or fixtures of any kind which may unreasonably interfere with the razing and removal of this building shall be removed within ten (10) days from the entry of judgment; and if not so removed, the City of Saint Paul shall remove and dispose of such personal property and fixtures as provided by law; 4. If the City of Saint Paul is compelled to take any corrective action herein, all necessary costs expended by the City will be assessed against the above described real estate and collected as other taxes; FURTHER RESOLVED, that a certified copy of this resolution and incorporated Order herein be served upon the last record owners of the above described property in the manner provided by law. _3_.
