WI�EREAS, the retention and attraction of quality employees is a crucial issue for both the public and private
sector community, and
WF�REAS, GreentreeiConseco is a major employer of 1400 people in the downtown core of Saint Paul, and
WHEREAS, Greentree/Conseco has proposed to locate an additional 600 to 700 employees to downtown
Saint Paul and continue to retain the current workforce in the downtown if a supply of low cost parking can
be identified for their use, and
WIIEREAS, PED staff have identified a pazcei of vacant railroad property adjacent to the intersection of
Kellogg and Broadway as cost effective location to provide low cost parking, and
WHEREAS, a preliminary estnnate shows that 953 surface spaces can be added by this expansion, and
WHEREAS, the PED staff haue been in negotiations with the owner of the railroad properry, and
WIIEREAS, the PED staff and the property owner have agreed upon a purchase price far the HRA to acquire
the railroad property, and
WIIEREAS, the PED in created the parking and transit fund specifically for the purposes of addressing
parking and transit issues £or the downtown workforce,
WIIEREAS, the provision of this surface parking will free up other Greentree/Conseco parking contracts for
other employees, and
WHEREAS, the mayar pursuant to section 10.07.1 of the charter of the city of Saint Paul, does certify that
there are available for appropriations $3,000,000 in funds in excess of those estimated in the 1999 budget, and
THEREFORE, BE IT RESOLVED THAT that staff is authorized to purchase of the vacant railroad pazcel
located adjacent to Kellogg and Broadway, and
FURTHER RE50LVED THAT the vacant railroad parcel be improved as a surface parking facility, and
