WHEREAS, during 1982 an EIS was completed and approved for the
I-35E link in St. Paul; and
WHEREAS, the St. Paul City Council previously reviewed the EIS
and in a resolution dated Septe�nber 3, 1981, recommended that the
I-35E link should be a parkway with a direct connection to I-94; and
WHEREAS, state law requires that the City of St. Paul review
the design concept for the parkway; and
WHEREAS, the Commissioner of the Minnesota Depart�nent of Trans-
portation has prepared preliminary layouts for the St. Paul I-35E
link and has submitted said layouts for City review; and
WHEREAS, the St. Paul Planning Commission has reviewed these
layouts and their impact on St. Paul, has held five public information
meetings and a public hearing, and has recommended approval of the
layouts in a resolution dated March ll, 1983 , based on 22 conditions;
and
WHEREI�S, on April 5, 1983, the City Council held a public
hearing regarding the design concept shown in the layouts; now,
therefore, be it
RESOLVED, that the St. Paul City Council approves Layout 13A,
S.P. 6280-222 (35E-390) from West Seventh Street to Duke Street;
Layout 4A, S.P. 6280-222 (35E-390) from Duke Street to Minnesota
Street; and Layout 2, S.P. 6280-222 (35E-390) from A�innesota Street
to the bridge at Cayuga Street, with the following conditions:
(1) The roadway should be constructed as a four lane parkway
from West Seventh Street to downtown with a direct connection to

I-94 and auxiliary lanes between West Seventh Street and Randolph,
consistent with specifications set forth in the Final Environmental
Impact Statement.
(2) Full interchanges should be provided at West Seventh
Street and Randolph. Half-diaznond interchanges to the north should
be provided at Victoria and St. Clair. Half-diamond interchanges
to the south should be provided at Grand/Ramsey, Kellogg and llth/
12th Streets.
(3) The attached design concept for Lower Cathedral Hill
should serve as the guideline for the construction of the Parkway
and downtown street realignment.
(4) A special pedestrian concourse should be constructed over
the Parkway between downtown and the Miller Hospital area. Funding
from federal and state sources in conjunction with I-35E funding
should be provided.
(5) The design of the Summit Avenue bridge should incorporate
an attractive pedestrian link across 5th/6th Street.
(6) The 5th/6th Street connectors should be designed to mini-
mize the land area required.
(7) Frontage roads should be constructed as proposed. New
frontage roads should be built to connect Harrison Avenue at Western
near Jefferson School; to connect Garfield Street with Forbes Avenue
near the Grand/Ramsey interchange; and to provide local access for
the Irvine Hill condominiums and United Hospitals. At all dead-end
streets along the corridor, adequate turn-around space should be
provided and attractively designed.
(8) The noise abatement walls should be built as proposed to
a height of five to seven feet.

(9) The bicycle and pedestrian trail should be built as
proposed.
(10) The Minnesota Department of Transportation should involve
City staff in preparing detailed landscaping plans. Additional
roadside planting should be considered between West Seventh Street
and Jefferson Avenue and in the Cathedral Hill area.
(11) The pavement of the roadway should be a bituminous
composition, with a core thickness of 4 1/2" , adequate to carry
autos, vans, buses, emergency and maintenance vehicles only, not
heavy trucks.
(12) The three pedestrian bridges should be built as proposed.
The frontage road between Irvine Hill Condominiums and the Walnut
Street bridge should be provided with a sidewalk and lighting. The
Summit Avenue bridge should include a pedestrian facility, and a
pedestrian concourse should be provided across the Parkway to
connect Miller Hospital with downtown.
The City should be involved in designing all bridges to
be an asset to the urban landscape. In reconstructing the common
section bridges, a better pedestrian link should be created between
downtown and the State Capitol area.
(13) The first stage of parkway construction from West Seventh
Street to St. Clair should be opened to traffic upon completion.
However, MnDOT should revise construction staging to open the park-
way to Grand/Ramsey as soon as possible.
(14) The entrance to the Public Works yard should remain in
its general current location.
, (15) Specific construction layouts for each stage of con-
struction should be reviewed by City staff for consistency with the
approved design concept prior to City Council approval by formal
resolution.

(16) The City should be given first right of refusal for any
excess right-of-way resulting from the project.
(17) Upon completion of construction, the City agrees to own
and maintain all frontage roads and bicycle trails within the City
of St. Paul, as shown in preliminary layouts referenced above.

FURTHER RESOLVED, that the City Council recognizes the follow-
ing matters which should be addressed by the City of St. Paul upon
completion of the Parkway:
(1) Although at the present time no problems are anticipated
from traffic volume shifts on local streets caused by the Victoria
and St. Clair interchange, traffic volume shifts on St. Albans,
Osceola, Avon and Victoria should be monitored. The option of
creating one-way streets, while not deemed necessary at this time
by the Council, should nevertheless remain open to future consider-
ation by both District 16 and the City. The provision of a traffic
signal at the intersection of St. Clair and Victoria should also be
evaluated by the City in conjunction with District 16.
(2) The traffic signal at Randolph and Lexington should be
modified to accommodate anticipated traffic increases and turning
movements. Parking on Randolph between the Parkway and Lexington
should be banned.
(3) Traffic volumes on Lexington, Snelling and the Short Line
should be monitored closely over the next few years and alternatives
for handling the north/south traffic ta and from the Midway evalu-
ated carefully.

This evening the St. Paul City Council is holding a public hearing on the proposed
design concept for the I-35E Parkway. The City Council has received a report from
our City Planning Commission recommending approval of the design concept, subject
to twenty-two conditions.
Notice of this public hearing was published in the St. Paul Pioneer Press and Dis-
patch on March 18, 1983.
The following rules of procedure will be used in conducting this hearing:
1 . Anyone who wishes to speak should sign the roster by the door. Speakers
will be called in the order they signed. �
2. Speakers are requested to limit their remarks to�inutes.
3. All questions should be addressed to the Chairman.
4. Each speaker should state his or her name and address for the record before
beginning a presentation.
5. At the conclusion of the testimony, the Chairman will entertain a motion
to close the public hearing and take the testimony under advisement. There
will be no final action taken tonight. We do expect to take final action
on this matter next week.

We, the members of the Irvine Hill Condominium Association,
311 Pleasant Avenue, are opposed to the plan for an I-35 Parkway
with a direct connection to I-94.
We believe that the impact of the parkway would be significantly
detrimental to our neighborhood and to the quality of life which we _
now enjoy.
Specifically, we are worried about increased noise and air
pollution which would result from the parkway traffic. Our
accessibility to the downtown area was a major factor for many of
us in deciding to purchase our homes at Irvine Hill. Pedestrian,
bicycle, and automobile access from our building to downtown
5t, Paul would be limited under the current plan.
Finally, due to the reasons outlined ab�ve, we are concerned
that the value of our homes would be reduced should the proposed
parkway be constructed.
